Overdose Prevention & Response Contract Manager (Project/Program Manager II)

Position Overview Project/Program Manager II ("Overdose Prevention & Response Contract Manager") is responsible for contracting duties for ODPR program partnerships that deliver overdose prevention and response services. Key responsibilities include contract development and monitoring, invoice review and approval, establishment of equitable contracting practices, and program support to service providers. The role also supports contract reporting, program evaluation, training and technical assistance for contractors, and other ODPR projects related to contract administration. This temporary, Term‑Limited Temporary (TLT) position is projected to continue until August 10, 2027, pending funding availability. Work Schedule and Location Work is Monday through Friday, 8:00 a.m.–5:00 p.m., with occasional evenings and weekends as needed. The position operates in a hybrid model with onsite work primarily at the Chinook Building (401 5th Ave, Seattle, WA 98104) and remote work as business needs dictate. Employees must reside in Washington state and be within reasonable distance of the King County worksite. Job Duties Collaborate with Project and Program Managers to ensure all aspects of contract monitoring and management are upheld for the Overdose Prevention workgroup. Develop service contracts with agencies, including scopes of work, project budgets, contract exhibits, and tracking contracting processes to ensure timely execution. Investigate opportunities to improve equity in contract development and monitoring practices in collaboration with ODPR staff, contractors, and other teams. Monitor contracted work through desk monitoring and onsite visits to ensure financial compliance and adherence to contract terms. Manage invoice submission and review, coordinate with finance staff, and provide technical support to subcontractors on billing requirements. Work with Program Managers and other staff to cultivate partnerships, ensuring maintenance and expansion of community‑based services while ensuring compliance. Provide technical assistance to partners to support contract compliance and program quality, including developing tools for effective inter‑agency operations and communication. Assist with planning and analysis duties such as preparing project descriptions, updates, presentations, research and analysis, coordinating conferences/training, RFPs, community needs assessments, and grant application development. Minimum Qualifications Knowledge and experience in preparing and monitoring service contracts for community‑based services. Experience providing operational support for federal grants, governmental contracts, and procurement processes from a governmental perspective. Experience with budget tracking, fiscal systems, invoice review and processing, fiscal compliance, and audit preparation. Strong project management skills with the ability to independently track a large number of tasks and timelines. Proficiency in gathering, analyzing, and presenting program data. Knowledge of equity and social justice principles and their application in the workplace. Excellent verbal and written communication skills. Ability to collaborate effectively with diverse individuals, teams, committees, and organizations such as health care centers, housing providers, and community‑based organizations. Ability to work independently to coordinate complex tasks across a team of 10–20 individuals and navigate ambiguity. Experience developing and monitoring project budgets and complex budget tracking processes. Advanced proficiency in Microsoft Office Outlook, Word, Excel, PowerPoint, Teams, and SharePoint. Desired Qualifications Background in governmental public health. Three or more years’ experience working with programs serving people who use drugs or other marginalized populations. Knowledge of King County systems serving people who use drugs, including treatment programs, shelters, and supportive housing agencies. Knowledge of King County contracting and compliance requirements. Experience designing public health program evaluations, reporting metrics, training, and technical assistance related to overdose prevention and harm reduction services.
