Work involves conducting organizational studies and evaluations to improve efficiency and effectiveness; analyzing systems, procedures, workload, operational practices, and management processes; researching and evaluating business practices, performance data, and operational trends; developing recommendations for improvement and corrective action; preparing technical records, reports, procedures, memoranda, and executive-level briefing materials; and coordinating high-priority projects and cross-functional initiatives. The position consults with management to identify priorities, define project scope, establish timelines, monitor deliverables, and support implementation of procedural, operational, and organizational improvements. Work is performed under limited supervision with considerable latitude for initiative and independent judgment. Essential Job Functions (EJFs) EJF 1: Organizational Analysis, Studies, and Evaluation (35%) Conducts organizational studies and evaluations of Finance Division functions, operations, procedures, workload, staffing utilization, business processes, and performance trends. Collects, researches, validates, and analyzes historical, current, and projected data to identify operational issues, root causes, efficiency opportunities, and areas where procedural or system changes may be needed. Reviews current organizational, procedural, and operational systems for effectiveness, efficiency, consistency, and conformance with established guidelines. Prepares analysis, findings, alternatives, and recommendations to support management decisions and improve organizational effectiveness. EJF 2: Project Coordination, Implementation, and Monitoring (25%) Coordinates and monitors complex Finance Division projects, strategic initiatives, and executive assignments. Consults with management to identify priorities; define project scope, purpose, objectives, resource needs, timelines, and deliverables; and develop project plans and tracking tools. Monitors milestones, analyzes barriers and risks, communicates status updates, and recommend corrective actions to keep projects on schedule. Facilitates collaboration across divisions, program areas, and administrative functions to support successful implementation of organizational priorities. EJF 3: Executive Analysis, Reporting, and Decision Support (20%) Prepares comprehensive technical records, reports, presentations, briefing materials, memoranda, procedures, and recommendations for Finance Division leadership and executive decision‑making. Interprets data, summarizes findings, identifies alternatives, and justifies recommendations related to organizational systems, operational practices, resource needs, and process improvements. Develops and maintains performance measures, dashboards, tracking tools, and documentation to evaluate outcomes and support continuous improvement. EJF 4: Process Improvement, Procedures, and Operational Effectiveness (15%) Researches new or improved business and management practices for application to Finance Division operations. Develops recommendations to standardize, streamline, or improve organizational systems, staffing workflows, work methods, procedures, and documentation. Prepares, revises, and maintains operations and procedures materials to enhance consistency, accountability, and organizational effectiveness. Assists leadership with implementation of approved changes and monitors results to recommend further modifications as needed. EJF 5: Legislative, Stakeholder, and Special Assignment Coordination (5%) Coordinates responses to executive, legislative, stakeholder and agency inquiries and assignments. Collaborates with internal and external stakeholders to gather information, analyze issues, prepare briefing materials, and ensure accurate and timely responses. Represents the Finance Division in meetings, workgroups, and special initiatives as assigned. Performs related work and other special projects as directed by the Deputy Chief Financial Officer. Knowledge, Skills and Abilities (KSAs) Principles and practices of project management and organizational planning. Methods and techniques of organizational analysis, management analysis, and operational evaluation. Budget, finance, and business processes. Business process analysis, work simplification, workflow design, performance measurement, and continuous improvement methodologies. Legislative and executive decision-making processes. Preparation and maintenance of technical records, reports, procedures, and operations manuals. Microsoft Office applications and business productivity tools. Skill In Conducting organizational studies, operational assessments, and management analyses. Collecting, validating, interpreting, and presenting quantitative and qualitative data. Developing executive-level reports, presentations, and correspondence. Developing recommendations, corrective action plans, procedures, and implementation strategies. Managing multiple priorities and meeting deadlines. Facilitating meetings and coordinating stakeholder engagement. Establishing and maintaining effective working relationships. Written and verbal communication. Ability To Analyze organizational systems, procedures, workload, staffing utilization, work methods, and operational practices. Identify problems, evaluate alternatives, and develop practical recommendations to improve efficiency and effectiveness. Prepare clear, concise, and comprehensive reports, procedures, briefing materials, and executive communications. Interpret policies, procedures, and organizational priorities. Exercise sound judgment and maintain confidentiality. Communicate effectively with executive leadership and diverse stakeholders. Work effectively in a fast-paced environment with competing priorities. Coordinate cross-functional teams and initiatives. Registrations, Licensure Requirements Or Certifications N/A Preferred Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Lean Six Sigma, or other project management/process improvement certification. Initial Screening Criteria Required Graduation from an accredited four-year college or university with a bachelor's degree in business administration, public administration, finance, accounting, economics, project management, or a related field. Four years of full-time experience in management analysis, organizational analysis, business process analysis, project management, strategic planning, governmental operations, program administration, finance, policy analysis, process improvement, or a related field. Experience preparing analytical reports, recommendations, procedures, briefing materials, or other written products for management or executive leadership. Preferred Experience working in a state government agency, health and human services organization, or large public‑sector organization. Experience supporting executive leadership and managing high-priority or cross‑functional initiatives. Experience developing executive‑level presentations, reports, and briefing materials. Advanced proficiency in Microsoft Excel, PowerPoint, and project management tools. Education may be substituted for experience and experience may be substituted for education on a year‑for‑year basis as determined by agency policy. Additional Information The position is required to attend work in the office at the North Austin Complex (4601 W. Guadalupe, Austin, TX) two days per week.
