Department Overview
The Workforce Commitment Office (WCO) is responsible for promoting best practices, creating guidance, and ensuring alignment with the University of California's (UC) systemwide collective bargaining, policy, and legal obligations related to contracting for services. The WCO supports the mission of UC to support an inclusive and diverse work environment, to create hiring opportunities, to retain valuable employees, and to work collaboratively with supplier stakeholders. The WCO does this by building partnerships with and across UC's locations, creating and managing support and compliance tools, training and communicating with key stakeholders, developing a comprehensive compliance strategy and timeline, supporting and coordinating successful recruitment strategies and career conversion processes, and leading and enabling cross-functional teams that support these efforts across the system. This office reports to the AVP of Systemwide Employee and Labor Relations.

Position Summary
Leadership of the systemwide Workforce Commitment Office (WCO). Develop and maintain a data-informed, sustainable, long-term strategy and timeline for alignment with systemwide collective bargaining, policy, and legal obligations related to contracting for services, and removing barriers to the same. Maintain integrity of policies, projects, programs, and systems through supervision and oversight of staff, partnership and engagement with UC location stakeholders, and through coordination and engagement of cross-functional teams at UC Office of the President (UCOP). Guide the development of expert analyses and recommendations that impact systemwide operations, balancing both the need for compliance and sustaining the mission of the University. Oversee the production and application of mandatory reports and findings with various audiences including the Regents of the University and the California Legislature. Interact with executive level management on matters concerning contracting for services. Responsible for communication across all stakeholder groups and keeping UC leadership apprised of high-level program goals and status. Lead meetings with collaborators and stakeholders. Develop guidance for and interface with external stakeholders. Ensure University and supplier compliance and adherence to reporting standards. This position is eligible for a remote work arrangement within the state of California. The selected candidate must reside within the state of California or be willing to relocate.

Key Responsibilities

30% Leadership and oversight of the systemwide Workforce Commitment Office (WCO); Responsible for developing and maintaining a data-informed, sustainable, long-term strategy, communications plans, and timeline for alignment with systemwide collective bargaining, policy, and legal obligations related to contracting for services and removing barriers to the same.

20% Ultimately responsible for successful implementation and integrity of policies, projects, programs and systems through subordinate staff and partnerships with UC location stakeholders, union representatives and multiple UCOP central offices; Guides the development of expert analyses and recommendations that impact systemwide operations. Oversees the production and application of Article 5 related reports, including the Qualified Individual (QI) Report, and Basic Payroll Information Report; Ensure integrity of Wage-Benefit Parity (WBP) Supplier Compliance Verification and its implementation. Deliver annual SB 820 certifications and reporting to the Legislature. Provide expertise and support to Labor Relations teams in responding to concerns, disputes and grievances related to Article 5 reports and data.

20% Regularly interacts with executive level management on matters concerning contracting for services; develops guidance for UC Systemwide Labor Relations and Procurement leaders; ensures robust engagement with stakeholders; leads meetings with stakeholders and collaborators; interfaces with external stakeholders including union leadership and outside supplier management and/or account executives related to implementation of compliance systems. Includes monthly reporting to President's Executive Office (PEO).

20% Provides direction to WCO team of professional staff. Manages activities through subordinates. Responsible for outcomes and deliverables of the team. Lead the team in the successful creation of the annual Article 5 Project Plan.

10% Ensures University and supplier compliance with negotiated standards / agreements related to contracted services; Oversees supplier adherence to reporting standards; negotiates with supplier executives to resolve operational and other issues.

Experience
Required Qualifications

BA/BS with minimum of 10 years experience and/or equivalent combination of education and experience.

Possesses expert analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.

Demonstrate expert knowledge of systemwide, campus, and/or medical center policies and procedures. Expert knowledge of functional area and understands how work impacts other areas within Human Resources and the system.

Has advanced knowledge in the areas of labor relations, procurement and/or other related subject areas of HR and supplier relations.

Exhibits expert knowledge of legal requirements needed to minimize exposure and liability.

Demonstrated ability to lead complex projects and drive process improvement through strategic planning, workflow analysis, operational efficiency, and collaborative change management.

Possess highly developed skills to provide guidance to managers and employees on complex and significant issues.

Demonstrated ability to handle the most difficult or volatile situations/individuals effectively. Demonstrates skills and abilities in conflict change management.

Has highly developed written, verbal, and presentation skills for presenting and communicating complex information to managers at varying levels in the organization.

Has expert knowledge of dispute resolution and expert knowledge of administering and ensuring adherence to labor or procurement requirements.

Preferred Qualifications

In-depth knowledge of other areas in Human Resources; capable of developing, interpreting, and administering systemwide Human Resources policies and processes.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
