We are seeking an experienced Construction Manager who is ready to lead with purpose and deliver projects that directly change lives.

Position Overview
The Construction Manager is the district-level leader responsible for managing RTGFL’s construction activities in Jacksonville and the surrounding service area. Reporting directly to the Vice President of Construction, this position oversees rehabilitation, new construction, and disaster recovery projects, ensuring that work is completed safely, on schedule, within budget, and in compliance with RTGFL standards and applicable funding requirements.
The Construction Manager supervises the district’s Construction Coordinator, oversees subcontractors and vendors, and works closely with Program Managers to align project scopes, budgets, schedules, and deliverables.
This is a field-based leadership position requiring frequent travel throughout Jacksonville and the surrounding service area, along with occasional statewide collaboration.
Key Responsibilities
District-Level Leadership and Coordination
- Lead construction operations within the assigned district and report directly to the Vice President of Construction.
- Supervise, guide, and support the district’s Construction Coordinator.
- Coordinate daily and weekly priorities for construction staff, subcontractors, vendors, and field crews.
- Ensure district construction activities remain consistent with organizational policies, quality standards, and project requirements.
- Maintain open communication with the Vice President of Construction by providing regular updates, addressing challenges, and supporting consistency across RTGFL districts.
Project Management
- Manage multiple projects simultaneously from permitting and pre-construction through final inspection and closeout.
- Ensure work complies with the Florida Building Code, RTGFL standards, contractual obligations, and applicable funding requirements.
- Develop, monitor, and adjust project schedules and budgets to deliver projects efficiently and cost-effectively.
- Conduct regular site inspections to evaluate project progress, workmanship, safety, and compliance.
- Identify and document unforeseen conditions, construction deficiencies, delays, and other project concerns.
- Oversee permitting, required inspections, project closeout, and compliance with local, state, and funding requirements.
- Maintain accurate documentation of project progress, inspection findings, corrective actions, and change orders in Buildertrend, Salesforce, or other RTGFL-approved systems.
Coordination with Program Managers
- Partner with the district’s Program Manager to review project scopes, homeowner needs, funding requirements, and program deliverables.
- Coordinate project timelines and communicate construction progress, delays, and anticipated completion dates.
- Support Program Managers with change orders, scope revisions, budget adjustments, and project closeout activities.
- Ensure construction documentation is complete, accurate, and aligned with grant reporting and compliance requirements.
- Communicate professionally and respectfully when construction activities affect homeowners or program commitments.
Contractor and Vendor Oversight
- Manage working relationships with subcontractors, vendors, inspectors, and other project partners.
- Participate in contractor bidding, selection, evaluation, and performance management processes.
- Verify that contractors maintain required licenses, insurance, safety documentation, and other compliance records.
- Monitor contractor performance, project schedules, workmanship, and adherence to approved scopes of work.
- Review vendor invoices, material requisitions, payment requests, and supporting documentation for accuracy and project alignment.
- Address performance concerns and construction deficiencies promptly and document required corrective actions.
Quality Assurance and Safety
- Maintain strict adherence to RTGFL safety requirements and applicable Occupational Safety and Health Administration standards.
- Conduct regular quality-control and safety inspections at active job sites.
- Identify and address construction deficiencies to promote quality workmanship and successful project completion.
- Ensure job sites are maintained in a safe, professional, and orderly condition.
- Document inspections, progress, safety concerns, corrective actions, and change orders in RTGFL-approved systems.
- Escalate significant safety, quality, or compliance concerns to the Vice President of Construction immediately.
Reporting and Communication
- Provide weekly project status updates to the Vice President of Construction.
- Maintain complete project files, including inspection reports, photographs, permits, project schedules, change orders, and cost-tracking documentation.
- Prepare and maintain construction documentation required for grant compliance, reimbursement, monitoring, and audits.
- Immediately report critical project issues, safety concerns, delays, cost overruns, or funding deliverable concerns.
- Collaborate with Construction Managers and other staff across RTGFL districts to share best practices and promote statewide consistency.
- Communicate clearly and professionally with homeowners, contractors, vendors, inspectors, funding partners, and internal teams.
Qualifications
- Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field preferred; equivalent relevant experience may be considered.
- At least five years of residential construction management experience, including supervisory or leadership responsibilities.
- Experience managing housing rehabilitation and new construction projects.
- Working knowledge of the Florida Building Code, permitting, inspections, construction scheduling, budgeting, and project closeout.
- Experience with SHIP, CDBG, HUD, FEMA, or other government-funded housing programs preferred.
- Proficiency in Buildertrend, Salesforce, and Microsoft Office applications, including Excel, Teams, Outlook, and SharePoint.
- Strong leadership, communication, organizational, and problem-solving skills.
- Ability to manage multiple active projects, competing deadlines, and changing field conditions.
- OSHA 30 certification or the ability to obtain certification within 90 days of employment.
- Valid Florida driver’s license and reliable transportation required.
Physical and Travel Requirements
- Frequent fieldwork throughout Jacksonville and the surrounding service area.
- Occasional statewide travel for meetings, training, or organizational needs.
- Ability to walk active construction sites and navigate uneven terrain.
- Ability to climb ladders and lift or carry materials weighing up to 50 pounds.
- Ability to work outdoors in varying weather and job-site conditions.
- Ability to travel between multiple project locations during the workday.
