I. Position Summary

This role requires a senior-level Business Analyst with 8+ years of hands-on experience to serve as the bridge between TEA stakeholders and software development teams throughout the SDLC. The ideal candidate will elicit and translate business needs into clear, well-structured system requirements, user stories, use cases, process flows, wireframes, and mockups. Responsibilities include analyzing and improving business processes, facilitating diverse stakeholder discussions, managing requirements and change control in Jira and Modern Requirements, and mentoring other BAs on best practices.

II. Candidate Skills and Qualifications

Required Skills:

• 8 Years: Experience eliciting requirements from customer interviews and creating well-written system requirements.
• 8 Years: Experience with Software Development Life Cycles (SDLCs).
• 8 Years: Business process re-engineering and software process flow improvement experience.
• 8 Years: Experience developing user stories and use cases conforming to business analysis best practices.
• 8 Years: Experience designing mockups and/or wireframes conforming to UX best practices.
• 8 Years: Demonstrated strong communication, facilitation, writing, and organizational skills.
• 4 Years: Documented work experience with the issue-tracking software Atlassian Jira.
• 2 Years: Documented work experience with the requirements management software Modern Requirements.

Preferred Skills:

• 4 Years: Documented experience working for or closely with TEA, a federal/state/local education agency, or an education vendor.
• 2 Years: Experience supporting complaint and case management workflows (including intake, investigation, and resolution).
