Strengthen Colorado Homes Enterprise Grants Administrator

The Colorado Division of Insurance (DOI) regulates the insurance industry in Colorado. DOI helps consumers by answering their questions, investigating their complaints, and helping them to understand their insurance. The division regulates and monitors insurance companies in Colorado, as well as insurance agents, ensuring all are following the law.

The Property and Casualty/Strengthen Colorado Homes Enterprise work unit is currently comprised of the Property and Casualty Rates and Forms, Consumer Services, and Actuarial teams. The work unit is responsible for reviewing property and casualty insurer rate and form filings to ensure compliance with statutory, regulatory, and actuarial standards as well as investigating consumer complaints and assisting consumers with property and casualty insurance-related concerns.

As a result of the passage of Senate Bill 26-155, this work unit is also now responsible for implementing and administering the Strengthen Colorado Homes Enterprise. This initiative will use insurer fee revenue to help stabilize Colorado's homeowners insurance market by awarding homeowner grants for resilient roof systems, supporting workforce development grants, and funding a study to evaluate insurance options in wildfire-prone areas. This work unit is also responsible for other operational and programmatic responsibilities necessary to fulfill the statutory objectives of the Enterprise, such as ensuring compliance with statutory, fiscal, procurement, reporting, and grant administration requirements.

The Strengthen Colorado Homes Enterprise Grants Administrator is a core member of the three (3) position administrative team supporting the Strengthen Colorado Homes Enterprise, reporting directly to the Enterprise Director and working in close coordination with the Board Administrator. The position is responsible for administering the full lifecycle of the homeowner and contractor training grant programs, from application intake and eligibility screening through disbursement, compliance monitoring, and closeout. The Grants Administrator also conducts reimbursement review and fiscal compliance monitoring, researches external funding opportunities, provides technical assistance to applicants and stakeholders, and maintains the data and records infrastructure that supports board governance, legislative reporting, and audit. The position operates independently within board-adopted policies and procedures, escalating matters involving novel interpretive questions, compliance concerns, or appeals to the Enterprise Director.

Duties include, but are not limited to:

• Managing the complete lifecycle of homeowner and contractor training grant applications, from intake through award and closeout;
• Flagging patterns warranting program attention, including geographic gaps in grant uptake, unusual concentrations of ineligibility findings, or contractor performance trends that deviate from program norms;
• Assisting with developing training materials, guidance documents, and FAQs, and coordinating with the Division's Consumer Services team on consumer-facing program communications, complaint intake, and homeowner inquiries requiring cross-team coordination;
• Applying the board-adopted prioritization framework accounting for the statutory factors of SB26-155, including applicant income, roof age, home size, and geographic hail exposure, and preparing complete, well-organized grant award packages for board consideration;
• Tracking Enterprise expenditures, encumbrances, grant obligations, and reimbursement activity to support compliance with statutory expenditure requirements and fiscal reporting obligations, reconciling financial activity for accuracy, and maintaining complete and auditable disbursement records for each grant.
