Job Title Capital Facilities Budget Administrator (WMS02) Location Olympia, WA (covers multiple locations, office and Juvenile Rehabilitation Secure Facilities) Salary $82,829 - $103,536 Annually Job Summary This position is accountable for assuring the quality and professional soundness of funding, design, construction/renovation of all DCYF’s capital projects. The incumbent serves as the primary agency expert in the State Capital Budgeting System (CBS), preparing and prioritizing all capital project budget requests, and leading participation in master plans, special studies, and the ten‑year capital budget plan for Juvenile Rehabilitation facilities. Key Responsibilities Work with DCYF leadership, superintendents, regional administrators, OFM, Legislative staffers, and DES to develop and maintain the agency’s capital budget. Ensure safety, well‑being, and professional soundness of all capital projects from design through construction and renovation. Prepare, prioritize, and submit capital budget requests through CBS. Lead participation in master plans/special studies and the development of major, preservation, and programmatic projects in the ten‑year capital budget plan. Coordinate with OFM, DES, and DCYF leadership on the agency’s ten‑year capital plan. Develop scope, estimate costs, complete required forms, and write agency capital budget requests. Manage the agency’s capital budget, ensuring accuracy, timely reporting, and alignment with policies and procedures. Build and maintain positive relationships with OFM and legislative capital staff. Required Qualifications Five (5) years of experience in design, engineering, construction management, budgeting, cost estimating, and administration; OR a Bachelor’s degree in budget, administration, design, engineering, or construction management and three (3) years of such experience. Ability to take action to learn and to meet the needs of others. Preferred Qualifications & Competencies Experience with Washington State's CBS. Knowledge of construction management, design, cost estimating, or budgeting in corrections or secure facilities. Excellent research, resource, and reporting skills. Strong executive communication, ethical conduct, and ability to meet deadlines. Analytical judgment and clear, effective communication.
