OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.In partnership with the Office of the Chief Administrative Officer (CAO) and the Office of the Director of Finance, the Office of Innovation and Technology (OIT) is undertaking a major Citywide project to modernize core financial, grants, procurement, and supply chain business processes. This project (Optimize Procurement and Accounting Logistics Enterprise Resource Planning and Data Warehouse/Business Intelligence Tool, or “OPAL ERP and DW/BI project”) will replace the existing General Ledger and Procurement systems (i.e. FAMIS, ADPICS, ACIS, PHLContracts, etc.) that support these business processes and will enable the City to realize benefits such as reducing transaction processing time and effort, providing better access to information for reporting and analysis, and making it easier to onboard new employees into these functions.Job DescriptionThe Change Management Lead is responsible for managing a team tasked with overseeing change management functions for the OPAL ERP and DW/BI project. The team’s focus areas include communications; process and organizational redesign; training development; and training deployment.Essential FunctionsDevelop Change Management Plans:Co-develop the Change Management plans for how changes will be implemented, communicated, and monitored.Develop change management templates such as impact assessments, stakeholder analysis, and readiness assessments.Communication and Training:Design and deliver communications and training programs to ensure that employees are aware of and prepared for changes.Create training materials, conduct workshops, and provide ongoing support.Provide weekly task reports.Stakeholder Engagement:Identify and engage key stakeholders throughout the change process.Understand the stakeholders’ needs and concerns and ensure their support and involvement.Liaise with functional and technical teams.Risk Management:Identify potential risks and resistance to change and develop strategies to mitigate these risks.Monitor the progress of change initiatives and address any issues that arise.Support Implementation:Work closely with project teams to ensure that changes are implemented smoothly and effectively.Manage and coordinate with different departments and ensure that all necessary resources are available.Evaluation and Report on Outcomes:Measure the effectiveness of change initiatives and report on their outcomes.Collect feedback, analyze data, and make recommendations for future improvements.available.Management:Supervise and develop team members.Route work items to Change Management team members for completionReview and approve team member deliverables.QualificationsCompletion of a Bachelor's or Master’s degree in organizational change, organizational development, communications, operational design, or equivalent experience; 3-7 years of experience with change management; andExperience with implementing ERP and/or DW/BI solutions strongly preferred.Competencies, Knowledge, Skills and AbilitiesKnowledge of Full Systems Development Lifecycle (SDLC) from a Change Management perspective.Ability to keep data confidential.Strong problem solving and analytic skill sets.Strong verbal and written communication skills with ability to create user and project security documentation and procedures, clearly and concisely.Strong meeting facilitation and interviewing skills.Meeting presentation and end user training delivery skills.Ability to work well with individuals at all levels within and outside the organization.Supervising, coaching and collaborating skills; andHands on experience with learning management and training material development and delivery tools.Additional InformationSalary: $90,000-$110,000Salary cannot exceed $110kSuccessful candidate must be a City resident within six months of hireThe City of Philadelphia is an Equal Opportunity employer and does not permit discrimination based on race, ethnicity, color, sex, sexual orientation, gender identity, religion, national origin, ancestry, age, disability, marital status, source of income, familial status, genetic information or domestic or sexual violence victim status.
