Job Description / Essential Elements:


FRANKLIN-MCKINLEY ELEMENTARY SCHOOL DISTRICT


CLASS TITLE: ACCOUNTANT


BASIC FUNCTION:


Under the direction of the Director of Fiscal Services, perform professional accounting work in the computation, recording and reporting of financial transactions; review, prepare and maintain accounting and other fiscal records; provide technical assistance to accounting personnel.


REPRESENTATIVE DUTIES:


Balance and reconcile financial records and accounts; prepare journal entries and budget transfers. E


Prepare work papers, audits and reconciliations; assist in year-end audit as necessary. E


Perform special financial statistical research and analytical studies; prepare reports as appropriate. E


Prepare financial statements and other reports for Federal, State and other agencies as well as for internal accounting. E


Design, recommend and implement changes in accounting systems and procedures. E


Plan, develop and maintain financial information and accounting records. E


Assist District personnel with budget activity, proper expenditure coding, document preparation and other accounting related activities. E


Respond to complaints and request for information; interpret financial transactions and reports. E


Conduct research, analyze data and make recommendations on the formulation of new or reviewed fiscal related policies and procedures. E


Train fiscal personnel on new or revised systems. E


Provide technical direction and guidance to fiscal services personnel. E


Analyze and approve various computations for payment to vendors such as worker's compensation and state disability. E


Participate in year-end closing. E


Perform related duties as assigned.


KNOWLEDGE AND ABILITIES:


Knowledge of:
Accounting and fiscal systems, policies, procedures and practices.
Generally Accepted Accounting Principles applicable to school accounting.
Bookkeeping and financial record-keeping principles.
State school accounting laws, practices and procedures.
The types and uses of modern accounting office machines.
Modern office practices, procedures and equipment.
District organization, operations, policies and objectives.
Oral and written communication skills.
Applicable sections of State Education Code and other applicable laws.
Interpersonal skills using tact, patience and courtesy.
Operation of a computer and related software applications.
Technical aspects of field of specialty.


Ability to:
Perform professional accounting work in the computation, recording and reporting of financial transactions.
Provide technical assistance to District personnel regarding accounting and budgeting policies, procedures and requirements.
Maintain a variety of fiscal records, accounts and funds.
Analyze and resolve problems and draw accurate conclusions.
Prepare clear and accurate financial statements.
Operate a personal computer and recommend appropriate software needed.
Work independently with little direction.
Establish and maintain cooperative and effective working relationships with others.

EDUCATION AND EXPERIENCE:


Any combination equivalent to: bachelor's degree in accounting, business administration or related field and three years professional-level accounting experience.
