Under the supervision or direction of the Supervisor II, depending upon the classification level appointed, the incumbent performs analytical and technical personnel work supporting the Department's Classification and Pay unit. Responsibilities include classification and pay, recruitment, examinations, personnel selection, employee relations, and related personnel program activities. The complexity, independence, and scope of assigned work are appropriate to the classification level of the position. Special Requirements
Finance currently has a hybrid telework model, which requires employees to work in the office a minimum of four days during the workweek with additional in office days required as needed and sometimes on short notice, for reasons such as hearings, site visits, or required in-person meetings or trainings. Implementation of Executive Order N-22-25 requiring four in-office work days has been postponed until July 1, 2026, but may be subject to change.


In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.


Candidates who are new to California state service will be hired at the minimum salary of the classification. For classifications with alternate ranges, range placement is based on education/experience.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of, or analytical experience supporting, human resources programs such as personnel transactions, classification and pay, performance management, hiring, recruitment, and examinations and selection.
  • Experience using the Examination and Certification and Online System (ECOS) and/or State Controller's Office (SCO) system.
  • Broad knowledge of various Human Resources (HR) laws, rules, policies and procedures.
  • Ability to conduct research and analyze data to develop appropriate conclusions in support of recommended solutions and resolutions regarding personnel issues.
  • Experience and ability to provide guidance to and advise departmental management on HR related issues.
  • Team player who demonstrates a commitment to the whole team's success, positive attitude, open-mindedness, flexibility, tact and good judgment.
  • Ability to provide training, guidance, and technical assistance to team members as needed.
  • Ability to multi-task, work in a fast-paced environment, handle rapidly changing priorities, plan, organize, and prioritize workload, track and work on projects and monitor deadlines, and remaining highly motivated.
  • Ability to establish and maintain effective working relationships with co-workers and internal and external stakeholders.
  • Ability to provide excellent customer service.
