Duties Help This position serves as a Senior Attorney Advisor in the Legal Programs Office of the Executive Office for United States Attorneys (EOUSA). The incumbent serves as an Assistant Director with oversight and management responsibilities for various criminal portfolios, which may include violent crime, firearms, drugs, white collar crime, and/or criminal discovery and electronic litigation/technology program areas. Legal Programs provides management support, assistance and advice, and policy guidance regarding legal procedures for the United States Attorneys in a wide variety of program areas, which in addition to the areas mentioned above, include: appellate, asset forfeiture, bankruptcy, border and immigration, child exploitation, civil rights, financial litigation, health care fraud, human trafficking, Native American issues, and victim-witness. Legal Programs coordinates all aspects of these programs, including training, funding, legislation, administration, programmatic assessment, and policy implementation. Legal Programs also develops and promotes policies and procedures to improve the effectiveness of these programs and serves as a resource for the United States Attorneys' offices (USAOs) on legal and administrative issues affecting the programs. In addition, Legal Programs provides advice and support for various subcommittees and working groups of the Attorney General's Advisory Committee of United States Attorneys. General Duties Include Provides legal advice and assistance to the Director, Deputy Directors, and Chief of Legal Programs, EOUSA, concerning legal program issues of consequence to the USAOs. Develops and implements EOUSA and Legal Programs guidelines concerning relevant legal program areas. Drafts interpretative and administrative rules, regulations, and other guidance in assigned areas of law. Performs legislative analysis for the Director, Deputy Directors, and Chief of Legal Programs, EOUSA, and coordinates and strategizes with EOUSA's Legislative Counsel. Supervises a team of experienced attorney advisors, program managers, and other professional support personnel who serve as subject matter experts for EOUSA and the USAOs in their assigned program areas. Provides technical guidance to attorneys in legal matters and recommends overall program strategies that best promote and protect the interests of the government. Responsibilities will increase and assignments will become more complex as your training and experience progress. As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the excepted service. You will obtain competitive status after two years of service in this position, if applicable. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. Prohibitions on prohibited personnel practices will be enforced by the Office of General Counsel and not the Office of Special Counsel. Requirements Help Conditions of employment You must be a United States Citizen or National. Initial appointment is conditioned upon a satisfactory preemployment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation. You must be registered for Selective Service, if applicable. J.D. degree (or equivalent) and active member of the bar (any U.S. jurisdiction) required. Must reside in the district to which appointed or within 25 miles thereof. See 28 U.S.C. 545 for district specific information. Qualifications Required Qualifications: Applicants must possess a J.D. Degree (or equivalent), be an active member of the bar (any U.S. jurisdiction), and have at least 4 years post-J.D. legal or other relevant experience. Preferred Qualifications Experience prosecuting a broad range of criminal cases, including jury trials and complex motions. Supervisory or relevant management experience. You must meet all qualification requirements upon the closing date of this announcement. Education Applicants must possess a J.D. Degree or equivalent.
