Brief Job Description:
Under the supervision of the State Supported Living Center (SSLC) Director of Programs, the Residential Services Coverage Analyst performs highly advanced consultative, analytical, and technical work related to residential services scheduling, direct support professional (DSP) deployment, and statewide scheduling practices. The position conducts audits, analyzes scheduling data, reviews center processes for scheduling meetings and schedule changes, and provides recommendations to improve consistency, compliance, efficiency, and service delivery across the SSLCs. The analyst works closely with SSLC directors, assistant directors, residential services directors, unit directors, scheduling staff, and state office staff to evaluate current scheduling systems, identify trends and barriers, develop improvement strategies, and teach centers how to manage and implement effective schedules. The position provides technical assistance, training, consultation, and written guidance to support standardized scheduling practices that account for staffing needs, active treatment, engagement, resident needs, overtime, vacancies, and operational demands. The analyst participates in reviews, corrective action, quality improvement, and process improvement activities to identify problems and recommend procedural or system changes. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position can be based anywhere in Texas and requires extensive travel to the 13 SSLCs.
Essential Job Functions (EJFs):
Attends work on a regular basis and is required to work a specific shift schedule or, at times, a rotating schedule, extended shift, or overtime in accordance with agency leave policy and performs other duties as assigned.
- Oversees, plans, and conducts studies of residential services scheduling and DSP deployment at each SSLC. Develops a written review plan for each center that identifies the scheduling areas to be reviewed, the reason for the review, the data and documents needed, the staff to be interviewed or observed, the time frames for on-site and follow-up work, and the expected report or recommendations. Reviews scheduling structures, meeting processes, schedule change practices, staffing deployment guidelines, and operational workflows to determine whether scheduling practices support resident needs, active treatment, engagement, and efficient use of staff resources.
- Conducts audits and analyzes historical, current, and projected scheduling data, including DSP schedules, vacancies, overtime, deployment patterns, attendance patterns, staffing coverage, schedule changes, and related resident outcome or engagement data. Identifies trends, risks, root causes, strengths, and opportunities for improvement. Prepares written reports, summaries, and recommendations for SSLC and state office leadership.
- Observes and evaluates how centers conduct scheduling meetings, communicate changes, respond to call-ins, manage vacancies, align coverage to resident needs, and implement staffing plans. Provides feedback to center leadership and scheduling teams to strengthen meeting structure, decision making, documentation, accountability, and consistency of actions.
- Provides technical assistance, consultation, coaching, and training to SSLC staff on effective residential scheduling and coverage practices. Teaches centers how to develop, manage, monitor, and adjust schedules using data-driven methods that support appropriate DSP deployment, active treatment, engagement, compliance, and efficient operations.
- Works closely with SSLC staff and state office staff to monitor adherence to standardized scheduling and staff deployment guidelines. Recommends operational changes to improve schedule coverage, reduce avoidable overtime, strengthen workforce planning, support retention, and improve consistency across homes, units, shifts, and centers.
- Develops and implements audit tools, monitoring systems, dashboards, templates, and written guidance to evaluate scheduling effectiveness and identify indicators of program performance. Uses data to provide feedback, support decision making, and recommend corrective action, quality improvement, or process improvement strategies.
- Participates in state review team activities and other scheduled reviews related to residential services operations. During state review team activities, reviews residential services schedules, evaluates the use of overtime, and communicates identified issues to appropriate center and state office leadership. Collects and analyzes information, prepares reports, identifies problems and causes, follows up with technical assistance, and assists with corrective action plans, quality improvement plans, plans of improvement, and follow-up monitoring.
- Facilitates statewide scheduling meetings, workgroups, and learning opportunities for residential services leaders and scheduling staff. Shares promising practices, reviews statewide trends, follows up on identified issues, and supports alignment between scheduling practices, staffing deployment, resident needs, engagement, active treatment, and operational priorities.
- Provides consultative services and technical guidance on residential services scheduling, schedule change management, meeting facilitation, data analysis, and DSP deployment. Develops clear written guidance, reports, training materials, and recommendations for leadership, scheduling staff, and other stakeholders.
- Responds to special requests and assignments from HSCS executive management and SSLC leadership related to residential services scheduling, DSP deployment, data analysis, audit findings, and operational improvement. When asked, assists with analyzing nursing scheduling. Leads or participates in special projects, investigations, workgroups, and ad hoc assignments.
- Other duties as assigned include actively participating or serving in a supporting role to meet the agency’s obligations for disaster response, recovery, or Continuity of Operations (COOP) activation. Such participation requires an alternate shift pattern assignment or location when directed.
Knowledge, Skills and Abilities (KSAs):
- Knowledge of local, state, and federal laws related to ICF/IID services, Texas Administrative Code, HHSC policies and procedures, SSLC operations, and residential services requirements.
- Knowledge of public administration, management techniques, program planning, quality improvement, corrective action, and process improvement methods.
- Knowledge of residential services operations, DSP staffing patterns, staff deployment, scheduling practices, active treatment, engagement, and workforce planning.
- Knowledge of statistical analysis, audit methods, monitoring systems, trend analysis, and performance indicators.
- Skill in auditing, collecting, validating, organizing, analyzing, and presenting complex scheduling and staffing data with accuracy and attention to detail.
- Skill in using Microsoft Outlook, Word, PowerPoint, Excel, Access, OneNote, SharePoint, Teams, and related scheduling or data tools.
- Skill in developing audit tools, dashboards, templates, reports, written guidance, training materials, and recommendations for technical and non-technical audiences.
- Skill in training, consultation, coaching, meeting facilitation, and providing technical assistance to staff without direct supervisory authority.
- Ability to gather, assemble, correlate, analyze, and interpret facts and data related to residential services scheduling and DSP deployment.
- Ability to identify scheduling problems, determine root causes, devise solutions, and recommend operational changes to improve efficiency and compliance.
- Ability to evaluate policies, procedures, workflows, meeting structures, and schedule change processes for effectiveness and consistency.
- Ability to prepare concise reports, communicate effectively, and present findings and recommendations to SSLC and state office leadership.
- Ability to manage multiple projects, deadlines, site reviews, data requests, and follow-up activities with strong attention to detail.
- Ability to work cooperatively with center staff, leadership, subject matter experts, and stakeholders to implement improvements and sustain change.
- Ability to travel extensively and maintain a professional presence during on-site reviews, training, consultation, and technical assistance activities.

Required:
At least three (3) years of experience with staff scheduling and deployment in a large-scale residential setting (more than 50 residents) is required.
Experience conducting or overseeing staff scheduling or coverage meetings.
Experience using Microsoft Excel or other data analysis tools.
Preferred:
Experience with data analysis, auditing, monitoring systems, corrective action, or quality improvement.
Graduation from an accredited four-year college or university.
Experience facilitating meetings, workgroups, training, or technical assistance with operational staff or leadership.
Experience working with programs, functions, or organizational structures in a residential program serving individuals with intellectual and developmental disabilities.
Experience working with state and federal laws, rules, regulations, or policies relevant to SSLCs or ICF/IID programs.
