Senior Cost Analyst/Estimator

Overview At all levels, the Cost Analyst will utilize and enhance their skills in cost estimating and analysis by supporting programs related to the development and acquisition of space vehicles for various legacy programs of the DOD and Intelligence communities. The support and expertise you provide will directly impact the objectives of our national defense and security. Responsibilities Will interface with OSL project officers, external USG partners, and commercial vendors. Perform launch cost modeling, launch vehicle cost requirements database population and maintenance, and launch vehicle "quick reaction" scenario studies. Leverage subject matter expertise to address scenarios presented by OSL and NRO leadership – develop and maintain the requisite tools, databases, and systems required to maximize estimate accuracy/reliability while minimizing estimate development time. Provide input to specialized independent cost estimating products with a defined scope and end product on an as‑needed basis. Utilize modeling and estimation subject matter expertise to coordinate with external estimating organizations, including but not limited to the NRO/CAAG, ODNI/CAIG, SMC/LE and OSD/CAPE. Proficient in Microsoft Excel, Word and PowerPoint. Some domestic travel may be required. Knowledge of IC budgetary principles and procedures. Skill to recognize when decisions or information should be referred to a higher authority. Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs. Salary Range $110,000.00 - $130,000.00/Year, DOE Skills Required Master’s degree preferred, Bachelor’s degree required, preferably in math, finance, engineering, business, accounting or the sciences. TS/SCI with CI poly required. The TS/SCI cleared Sr. Cost Analyst/Estimator shall support the Office of Space Launch (OSL) for all OSL Divisions across all operating locations, with all portfolio managers, and with Program Control Support staff as specified by the Customer. Successful applicants will have a minimum 5 years NRO experience and 10 relevant years of experience. Education Bachelor’s degree required, preferably in math, engineering, business, or the sciences. In lieu of a 4‑year degree, additional years of experience may be considered.
