Contract Management Support Supervisor

About the Position The Roadway Maintenance Division maintains more than 2,000 miles of roadway in Maricopa County. The Contract Management Support Supervisor will supervise a small team that manages contracted services, including landscaping, sweeping, trash/debris removal, pavement markings, culvert cleaning, and other contracts that supplement MCDOT forces to provide excellent customer service to residents. Review and approve invoices for payment. Manage and monitor over 35 Roadway Maintenance Division contracts for materials, supplies, and services, ensuring compliance with statutes, policies, and best practices. Work with employees to correct performance deficiencies, counsel, and implement discipline procedures as needed. Monitor data integrity of the Cartegraph database to support the asset management function of the division by reviewing staff data entry, project scheduling, and scopes of work; prepare reports based on leadership needs and recommend necessary data improvements. Evaluate vendor proposals and assist in contractor selection, resolve vendor non‑compliance concerns, and address other contract‑related issues. Meet with various levels of staff, supervisors, field employees, contractors, and the public to communicate contract requirements, standards, and regulations. Manage various special contracted projects, including scheduling, inspecting contracted work, and processing invoices. Act as the point of contact for Roadway Maintenance Division crews requiring supplemental contract support and coordinate with Finance and Procurement to update and renew contracts. Conduct site visits of contracted work, inspecting quality, design implementation, and performing necessary calculations to monitor progress. Other duties as assigned. Qualifications Three years of professional project management experience in facilities, roadway construction, or maintenance. Bachelor’s degree in Construction Management, Architecture, Urban Planning, Engineering, Business or Public Administration, or a closely related field. A combination of post‑secondary education and/or job‑related experience may substitute for the minimum qualifications on a year‑for‑year basis. One year of supervisory or lead experience. Knowledge of Cartegraph software. Contract management or procurement experience. Other Requirements Must currently possess, or be able to obtain, a valid Arizona driver’s license by the time of hire. Work Conditions The role includes office and field work. Exposures may include loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, fumes, odors, dust, mists, gases, or poor ventilation. Protective equipment is required to meet OSHA and MCDOT safety standards. Selection Procedure Candidates must submit an online application.
