Summary The Auditor will be assigned to the Northwest Health Network Veterans Integrated Service Network (VISN 20) within the Veterans Health Administration (VHA) and may be located in White City, OR, Vancouver, WA, or Seattle, WA. The Auditor assists the Financial Quality Assurance Manager in conducting audits in the areas of finance, acquisition, logistics, and capital asset management quality control of the VISN. Duties The position involves a multi‑grade career ladder. The prime responsibilities listed below represent the full performance level of GS‑11; however, selections can be made at GS‑7, GS‑9, or GS‑11. At each grade the responsibilities increase in scope and independence. The primary purpose of this position is to improve business practices in finance, acquisition, contracting, procurement, and capital asset management. The Finance Quality Assurance Network Office maintains a library of VA and VHA policies and procedures, CAP, VA OIG, and SOARS reports from across the country to identify problem areas. The office provides oversight over finance, logistics and capital asset management and serves as an important liaison to the Network Compliance Officer, external auditors, the VA OIG and the Office of Management. Major Duties Provides advice and performs assistance work for the Chief Accounting Officer. Duties may include ad‑hoc facility‑level data validation for network‑level reporting purposes. Performs financial audits by examining accounts and financial records for the purpose of certifying financial statements. Performs program reviews of logistics, contracting, purchase cards, fee basis, limited MCCF program, and capital asset management operational functions and ensures these reviews are performed in compliance with internal audit programs. Performs a variety of duties to carry out, administer, or advise on facility financial works concerned with assuring the quality of work transactions, business processes, and delivery of services needed to carry out federal government programs and functions. Develops and plans programs for achieving and maintaining total quality transaction processing and customer service throughout the business cycle. Conducts some of the audits and may be responsible for forming audit teams made up of medical center staff with appropriate expertise. Assists in the development of the audit protocols used by the teams, trains the teams if necessary, and reviews their findings for compliance. Determines and recommends areas in need of improvement and provides the appropriate tools for improvement. Actively participates as a quality‑assurance advisor. Work Schedule Monday – Friday. Basic Requirement Education: Successful completion of a 4‑year bachelor’s degree with a major in accounting, auditing, or a related field that included at least 24 semester hours in accounting or auditing. Up to 6 hours of business law may be included. Combination of education and experience: At least 4 years of experience in accounting or an equivalent combination with required education, including one of: 24 semester hours in accounting or auditing; CPA or CIA certification; or substantial coursework with proven experience at the full‑performance level. Minimum Qualifications, GS‑7 Specialized Experience: One year of specialized experience equivalent to GS‑5 in the occupational line. Examples: Auditing in finance, acquisition, logistics, and capital asset management; basic auditing knowledge; preparing audit reports; managing multiple assignments; using financial systems and IT software. Education or Combination: Education may substitute for experience or be combined. Superior Academic Achievement: Recognizes students with superior academic standing achieving a GPA of 3.0 or higher (B) or 3.5 or higher (B+) in major coursework, or membership in a national scholastic honor society. Minimum Qualifications, GS‑9 Specialized Experience: One year of specialized experience equivalent to GS‑7. Examples include independent audits, applying comprehensive auditing knowledge, recommending improvements, and managing multiple assignments. Education or Combination: Education may substitute for experience or be combined. Minimum Qualifications, GS‑11 Specialized Experience: One year of specialized experience equivalent to GS‑9. Examples include complex audits, advanced auditing methodologies, consulting on financial processes, reviewing reports, recommending improvements, and advising on financial systems. Education or Combination: Education may substitute for experience or be combined. Preferred Experience Proficiency in key VA systems such as FMS, IFCAP/VISTA, OTC.net, EOS reports, and G‑Invoicing. Knowledge of VA Financial Policies and Procedures and ensuring compliance. Education Education, GS‑7 Education: Successful completion of one year of graduate‑level education providing the required knowledge, skills, and abilities. Education, GS‑9 Education: Two years of graduate education leading to a master’s degree or equivalent with required knowledge for the role.
