This position is located in Portland, OR which boasts huge spans of amazing trees, foliage, landscape, and everywhere you look you can appreciate beautiful greenery! It is known as the most bike-friendly city in America, has a train system that greets you at the airport spanning across the city, and is home to the Portland International Rose Garden, the oldest in the country! Portland is the one place where you will find lively festivals, energetic music, mouthwatering food, and for you basketball fans, the Portland Trail Blazers are a 7 minute walk from the HQs building! There is always something new to experience in this eco-friendly town! As a Disbursement Specialist, you will:

• Serve as a senior disbursement specialist responsible for performing a variety of analytical and evaluative work involved in developing policies, operating procedures, and internal controls necessary to ensure compliance with regulatory requirements, agency policy, and fiduciary responsibilities related to the custody and disposition of employee funds.
• Conduct a variety of analyses and evaluations required to develop policies, operating procedures, and internal controls related to both payroll and travel.
• Work with managers and subject matter experts to document and recommend improvements to business processes within the organization.
• Oversee audits to ensure proper application of guidelines and recommends changes to policies, operating manuals, and user guidance as required.
• Serve as liaison with the IT staff, program managers, and other BPA functions to coordinate process and operational issues and changes related to accounting and/or travel systems.
• Identify trends in program management or data needs and develops solutions to enhance/resolve service delivery (e.g., setting up systems requirements to track quantity and units of measure of utility expenses for greenhouse gas reporting.)
