INTELLIGENCE SPECIALIST (OPERATIONS)

Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the U.S. Special Operations Command (Army), Strategic Systems Support Element, Headquarters located at Alexandria, Virginia. Learn more about this agency Duties Help Serve as an Intelligence Specialist and Project Officer, responsible for the planning, directing, reviewing, coordinating and supervising the training activities of selected components of the organization. Serve as the primary advisor to the chain of command regarding all matters related to support to soldiers deployed forward. Develop, validate, and implement CONUS and OCONUS administrative and operational communications plans. Manage budgets, counterintelligence (Cl), training, planning, communications, administrative, finance, operations, inter-agency communications, reporting, logistics and legal. Submit and monitor annual expense plans and budgets for the Team, to include sourcing and de-obligating funds as necessary to enable operations. Assist in the development and evaluation of new activities tactics, techniques and procedures for implementation in the field. Develop and present mission concept, multimedia story boards, commander back briefs, and other inter-agency briefings as required. Utilize and maintain communications mechanisms to support operations. Requirements Help Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, security and psychological evaluation. Must be willing and able to participate in the organization's operations and training both CONUS and OCONUS. Must sign a statement attesting to the understanding of CIPMS/DCIPS provisions as indicated in AR 690-13. Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI). This position requires a medical examination prior to employment. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes Planning and coordinating operational activities in support of intelligence, counterintelligence, and/or military missions; Managing training programs, deployment requirements, and administrative actions for military and/or civilian personnel; and Monitoring budgets, logistical requirements, and resource accountability to support organizational operations and readiness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Education This job does not have an education qualification requirement. Additional information This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
