Parks Supervisor II (Bur Mil Park)

General Statement of Duties Performs managerial and supervisory work in the daily operation of an outdoor aquatic center, Golf pavilion, tennis and basketball areas, and general park areas. Distinguishing Features of the Class An employee in this class is responsible for managing the maintenance and facilities of the park buildings and grounds, providing oversight over the Parks and Recreation facilities in Hagan Stone Park, Northeast Park or Bur-Mil Park. The employee oversees the maintenance of grounds and facilities, ensures compliance with OSHA procedures and safe working practices, supervises full time, part-time and seasonal staff for the park, pool, golf, campground, event center, and/or Wildlife Center, and performs duties of the manager in his/her absence. Work involves providing excellent customer service and ensuring that the patrons are kept safe through many avenues of recreation. The employee also identifies alternative funding sources for special programming and non-budget expenses. This position involves heavy contact with the general public which requires tact, firmness and courtesy. Work is performed under regular supervision of the Parks Operations Manager and is evaluated through daily communication, staff meetings, visual inspection, and compliance with established policies. This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA). DUTIES & RESPONSIBILITIES Essential Duties and Tasks Supervises maintenance of the parks and assists in the enforcement of ordinances governing the safe and proper use of park Manages outdoor Aquatic Center; oversees preparations for season openings and closings; provides customer service to patrons and oversees programs at the facility. Manages relationship with contracted service vendors (e.g., pool management, golf/soccer lessons, summer camp providers), ensures compliance with agreed upon terms, and recommends amendments. Ensures proper and safe use of pesticides; conducts weekly park inspections for safety hazards and needed repair areas Ensures compliance with OSHA safe working practices and procedures Supervises full-time, part-time and seasonal staff; interviews, makes hiring recommendations, trains, schedules, and manages performance (e.g., formal evaluations, recognition, coaching, disciplinary action) as to meet facility, department, and county goals Assists in budgetary process by reviewing expenditures in areas of responsibility; researches grants and alternative funding sources Provides customer service to park patrons; greets the public as they enter facilities; responds to inquiries via face to face, telephone or through email Makes recommendations related to the operation of park in short and long terms, providing input on park design Coordinates with the stakeholders in the usage of park Maintains confidential employee records Maintains the cleanliness of park: empties trash cans; picks up litter, and inspects park to help ensure safe and proper conduct of patrons Assists with special projects, including, but not limited to, winter/adverse weather response at County facilities and placement/setup of voting machines and associated support under the supervision of County election (i.e. voting) operations Performs related duties as required Knowledge, Skills, and Abilities Considerable knowledge of the principles and practices of parks and grounds maintenance, aquatic facility operations, and program development Considerable knowledge of the pertinent Federal, State and local rules, regulations, ordinances, and other regulatory standards applicable to the work Considerable knowledge of methods, materials, practices, equipment and tools used in park maintenance work Considerable knowledge of occupational hazards and safety precautions Considerable knowledge of principles and practices of supervision, and discipline Considerable working knowledge of turf chemicals and cleaning chemicals General knowledge of the principles and practices of outdoor, naturalist, campground and athletic coordination Ability to plan, organize, direct, and evaluate the work of employees as to ensure completion of goals and objectives Ability to utilize current technology (e.g., smartphones, tablets/computer terminals, GPS, field cameras, vehicle/pedestrian counters, and associated software) as to perform duties effectively and efficiently Ability to communicate effectively orally and in writing Ability to develop expense projections, conduct cost analysis, and identify ways to maximize resources. Ability to establish and maintain effective working relationships with other county and local government employees and facility stakeholders (e.g., non-profits, vendors, and the general public) as it relates to use of respective park facility This position is part of the essential personnel required to respond during inclement weather and emergency events. (i.e. snow removal, landscaping cleaning, etc.) as assigned Minimum Qualifications: Bachelor's Degree in Leisure Studies and Recreation, Horticulture or related field, and three years of experience in a supervisory/lead capacity in public parks and facilities or recreation program work: OR High School diploma or GED and seven years of experience in public parks, recreation program work or similar experience with at least three years of experience in a supervisory/lead capacity. Special Requirements Valid Driver License Certified Pool Operator (CPO). Must be certified or willing to obtain certification within 6 months of hire. Preferred Qualifications Bachelor's Degree in Leisure Studies and Recreation, Horticulture or related field, and five years of experience in a supervisory/lead capacity in public parks and facilities or recreation program work; Parks and Recreation Professional Certification (i.e. CPRP); Adult, Child, and Infant CPR/First Aid/AED certification. Physical Requirements and Working Conditions Work in this class is described as medium and frequently requires physical exertion to move objects and complete tasks. Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, and computer terminal viewing. The Employee is subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, chemicals, oils, noise, extreme weather conditions and vibration. The employee is in contact with potentially infectious body fluids during the performance of his/her duties. Working conditions include both inside and outside environmental conditions. Driving is Essential Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria. If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
