HR Operations Manager

HR Operations Manager – Human Resources Generalist I Position located in the Odum School of Ecology, University of Georgia, Athens Area. Full‑time, exempt, 1.0 FTE. Work schedule: Monday through Friday, 8 AM – 5 PM. Benefits eligible. Position Summary This position serves as the primary commitment accounting officer for the Odum School of Ecology and handles human resource‑related fiscal transactions for the school. Responsibilities include hiring of staff, faculty, graduate assistants, and student workers; payroll reconciliations; financial transactions related to payroll costs; strategic planning of fiscal year hiring of graduate assistants; analysis of payroll budgets and advice to the administrative financial director, program coordinators, and principal investigators; liaison roles for faculty affairs and HR in Ecology; assisting with scholarships; cross‑training for unit‑level accounting tasks such as deposit processing, purchasing, travel authorizations, payment requests, reimbursements, and account reconciliation. Minimum Qualifications Bachelor's degree in a related field or equivalent. Knowledge, Skills, Abilities and/or Competencies Extensive knowledge of UGA's accounting and HR practices and procedures Ability to analyze financial data Experience with complex accounting/HCM systems Ability to develop and maintain effective working relationships and communicate effectively Training experience Strong organizational skills and attention to detail Ability to work independently and adapt to change Strong analytical and problem‑solving skills Physical Demands Sit at computer for long periods of time Drive, walk, ride bus or other transportation to deliver materials across campus as needed Adjust to alternative work arrangements if needed Duties / Responsibilities Faculty Affairs Liaison Serve as the Faculty Affairs Liaison for the School Manage hiring and appointments of all faculty positions, including preparation and processing of hiring documentation, publishing of public advertisements, guidance to search committees, proposal submission, and drafting and submission of offer letters to the Office of Faculty Affairs Assist with onboarding of new faculty, advising on university processes and sending resources Work closely with Office of Equity, Diversity, and Opportunity, Office of Faculty Affairs, and/or University Human Resources to ensure compliance on all faculty affairs Work closely with the Executive Administrator on records and updates needed for employment from annual faculty processes including promotion, tenure, and contracts that include changes to faculty rank and percentage of effort Work with Office of Global Engagement for faculty visa requirements; initiate visa requests for faculty hires Initiate faculty position management changes in OneUSG Connect or UGAjobs Initiate all faculty terminations Maintain official records related to faculty employment HR Liaison Serve as the HR Liaison and secondary HR officer for the School Primary point of contact for all position management within the School; prepare and initiate all position management actions in UGAjobs and/or OneUSG Connect Prepare and process all staff, graduate student, temporary employee, and non‑compensated affiliate HR hiring and terminations, including drafting of position descriptions, providing guidance to search committees, submitting hiring proposals, and assisting with onboarding Serve as a subject matter expert on hiring procedures and policies, payroll, and HR‑related financial policies and procedures within the school Serve as lead trainer for HR matters to Ecology employees Work with Administrative Financial Director to process visa requests for incoming and current employees Commitment Accounting / Payroll Processing Work with Administrative Financial Director to develop and implement school payroll budgets and hiring plans Perform commitment accounting functions, including managing payroll, preparing EDR and position funding changes, submitting supplement and ad‑hoc requests, and entering summer pay for faculty Initiate all payroll‑related financial transactions and commitment accounting (position funding/EDR) transactions for the School within OneUSG Connect Maintain internal payroll update records and reconcile payroll expenses Set position funding for all positions within the School Monitor Ecology's payroll accounts to ensure payroll budgets are maintained Manage all payroll processes for the school, including analysis and reconciliation of bi‑weekly and monthly payroll, payroll notifications, and communications of early deadlines Identify payroll‑related issues and resolve them in partnership with the Administrative Financial Director Other Duties Work with business team members and other individuals to develop departmental policies and procedures to ensure efficient workflow Coordinate with individuals within the school and necessary central offices to resolve any issues Maintain working knowledge of UGA policies and procedures Attend monthly staff meetings Attend related meetings and training and development classes to improve skills and keep abreast of new and changing policies and procedures Cross‑train with other members of the Ecology Business Team Serve as backup for processing payment requests, travel authorizations/reimbursements, and UGAMart requisitions when other team members are out of the office Maintain and regularly update the HR Operations Manager handbook for business continuity Other duties as assigned EEO Policy Statement The University of Georgia is an Equal Opportunity employer.
