Associate/Senior Civil Engineer

Overview The City of Petaluma is seeking Associate and Senior Civil Engineers to join its expanding Public Works Department. These positions offer opportunities to lead high-impact capital improvement projects and contribute to sustainability, innovation, and public safety in a community-focused municipality. The recruitment will remain open until filled and may close at any time. Interviews are conducted on a rolling basis. The selected candidate will be hired at the Associate Engineer or Senior Civil Engineer level, depending on experience and qualifications. Salary and Benefits Salary Range : Associate Engineer: $119,912.00 - 145,745.60 annually; Senior Civil Engineer: $131,892.80 - $160,347.20 annually Health and Well-being Medical insurance with CalPERS plans; City pays ~95% of the Bay Area Kaiser premium for employee and eligible dependents, or option for Medical Cash Back if you have other coverage. Dental & Vision insurance for employees and eligible family members. Life Insurance: 1.5x annual compensation up to $200,000; option to purchase additional insurance. Long-Term Disability up to 60% of current monthly salary after eligibility. Employee Assistance Program for employee and eligible family members. Wellness Benefit: $500 annual allowance (subject to budget approval). Financial Future CalPERS Retirement Package: 2% at 60 for classic CalPERS members; 2% at 62 for PEPRA CalPERS members. Education, Experience, and Certification Associate Engineer & Senior Civil Engineer Education: A Bachelor's degree in civil engineering or a related field from an accredited college or university. Associate Engineer – Experience Two years of professional civil or traffic engineering experience equivalent to Assistant Engineer II with the City of Petaluma. Municipal or public setting experience is desirable. Certifications/Licenses Civil Engineer Assignment: Registration as a Professional Engineer (PE) in good standing is required in the US; California PE registration is desirable and encouraged. Traffic Engineer Assignment: Registration as a Traffic Engineer (TE) in good standing in California is required. Senior Civil Engineer – Experience Five years of progressively responsible professional engineering experience, including supervisory experience. Certifications/Licenses Registration as a Professional Civil Engineer in California with good standing is required. General Requirements Typical duties include project management, plan review, design, construction administration, field inspections, coordination with City departments and outside agencies, environmental compliance and permitting, adherence to codes and regulations, and staff supervision as applicable. Responsibilities (Selected - Associate Engineer) Participate in preparation of plans and specifications for design, construction, and maintenance of traffic systems, streets, wastewater, storm drains, potable/recycled water, facilities, and related public works projects. Coordinate activities with City departments, divisions, and outside agencies; provide information to the public and stakeholders. Perform calculations and prepare cost estimates; respond to inquiries and complaints. Coordinate review, approval, and construction of projects; may serve as City representative to other agencies. Maintain records, maps, plans, and files; research and prepare technical reports. Investigate field problems; order surveys, mapping, and data collection; conduct field inspections and site investigations. Plan and conduct engineering studies; prepare reports with recommendations; make modifications as directed. Make presentations and provide staff support to City Council and commissions as required. May assist in training and directing staff; participate in selection of contract professionals; coordinate support services. Utilize computer applications related to the work; direct preparation of plans, designs, and related documents; may manage contracts. Prepare progress reports and manage change orders as necessary; administer construction contracts. Research and recommend policies; ensure compliance with codes and laws; review environmental reports for compliance. Responsibilities (Selected - Senior Civil Engineer) Supervise plan review, permit programs, private development review, and inspections. Make public presentations to City bodies and at community meetings. Plan, design, and construct capital improvement projects for water, sewer, storm, streets, and related facilities; manage construction contract administration. Supervise, train, and evaluate staff; prepare and administer budgets; review private engineering plans. Coordinate with City departments and outside agencies; obtain environmental compliance and permitting requirements. Research, interpret, and apply City codes and federal/state laws; prepare environmental assessments and studies. Direct and supervise the preparation of plans, specifications, estimates, and work orders for public works projects. Sign and stamp civil engineering documents; oversee staff work and approvals; participate in grant applications and emergency operations. Perform related duties as assigned.
