Position Summary The position serves as a critical liaison across the utility with responsibility for leading enterprise-level coordination, integration, and execution efforts that support large load growth, new interconnections, system capacity planning, transmission planning, and related utility-wide priorities. The position improves visibility, alignment, accountability, and execution across interdependent projects, programs, and functional areas that affect committed customer delivery dates, electric system readiness, system capacity, anticipated revenue, and electric system resiliency. This includes integrating customer needs, system capacity planning, asset management plans, capital project planning, transmission planning, procurement timelines, contract requirements, financial assumptions, portfolio priorities, and resource needs to support aligned execution across the utility. Success in this role requires leadership through influence, strong program and project management discipline, strategic thinking, sound judgment, and the ability to navigate cross-functional barriers while maintaining momentum across complex utility initiatives. The position must identify schedule, resource, material, dependency, readiness, contractual, customer, financial, and regulatory risks early enough to drive timely resolution. Success is measured by improved customer value, stronger utility-wide execution, earlier risk identification, and achievement of committed project, energization, schedule, cost, and portfolio-level delivery outcomes. Essential duties and responsibilities may include, but are not limited to, the following: Lead enterprise-level coordination, integration, and execution across programs, projects, studies, workstreams, and business functions that support large customer applications, electric system readiness, system capacity planning, transmission planning, and customer energization outcomes from application through energization. Facilitate execution of electric system efforts including implementation of the Growth Management Strategy by supporting cross-functional coordination, strategic and operational planning, performance monitoring, program governance, and timely follow-through on decisions and actions. Coordinate the alignment of customer needs, customer growth assumptions, long-range plans, asset management plans, capital investment strategies, portfolio roadmaps, transmission planning activities, procurement timelines, contract requirements, financial assumptions, risk tolerance, resource availability, and strategic objectives to support utility-wide execution. Establish and maintain program-level visibility to milestones, schedules, assumptions, dependencies, risks, issues, decisions, resource constraints, contract needs, material readiness, anticipated revenue impacts, customer energization commitments, and other factors that may affect electric system delivery outcomes. Develop and maintain integrated schedules, milestone views, status reports, dashboards, performance metrics, risk registers, action logs, issue logs, decision logs, dependency tracking tools, and other program management tools to support leadership awareness, decision-making, accountability, and timely escalation. Identify, evaluate, document, and elevate schedule, cost, resource, material, infrastructure readiness, customer commitment, contractual, regulatory, revenue-related, and system resiliency risks that may affect committed delivery dates, construction sequencing, energization timelines, or electric system performance. Lead or support governance routines, oversight meetings, steering discussions, and executive decision processes by preparing agendas, reporting templates, decision-support materials, recommendations, action items, and follow-through tracking to enable timely resolution of conflicts, tradeoffs, readiness gaps, and execution barriers. Provide independent, program-level recommendations and escalate risks, conflicts, tradeoffs, alternative courses of action, and execution concerns to Vice Presidents, Senior Vice Presidents, Directors, Senior Managers, and Managers regarding electric system activities, portfolio performance, customer energization risks, resource conflicts, and delivery impacts. Collaborate with Construction & Maintenance, Engineering, Finance, Strategic Portfolio Management, Project Management, Transmission Planning, Large Power Solutions, Rates and Pricing, Energy Supply Management, Information Technology, Asset Management, Procurement, Legal, Enterprise Risk Management, and other stakeholders to support holistic, data-driven decision-making across electric system planning, readiness, delivery, and customer energization activities. Facilitate development and maintenance of governance structures, RACI models, workflows, templates, standards, decision-rights documentation, policies, procedures, agreements, and supporting documentation to clarify ownership, improve coordination, and support consistent execution of large load, interconnection, infrastructure planning, and growth management activities. Support the overall coordination, analysis, and progress of business activities, programs, projects, studies, and departments across the utility that support customers from application through energization, including triage of complex or non-standard customer requests requiring significant cross-functional coordination. Perform business, financial, operational, schedule, and data analysis to support system coordination, planning, prioritization, readiness evaluation, issue resolution, and decision-making; interpret information from multiple sources to identify trends, risks, conflicts, resource constraints, schedule impacts, customer impacts, financial implications, and improvement opportunities. Maintain sufficient business and technical understanding of transmission and distribution systems, large load connections, transmission interconnections, operations, construction, maintenance, asset management, procurement, contracting, capital project planning, financial forecasting, and related utility functions to lead coordination across subject matter experts and functional leaders. Utilize strong communication, documentation, project management, and program management skills to strengthen internal coordination, support proactive issue resolution, provide timely and accurate responses to customer and stakeholder inquiries, and maintain strong customer service and customer experience standards throughout the application-to-energization process. Required Qualifications

(Education and Experience, License, and/or Certification): Bachelor’s Degree in Project Management, Engineering, Energy Management, Business Administration, Public Administration, Construction Management, Operations Management, Finance, Planning or a related field; two additional years of relevant experience may be substituted in lieu of degree. Six (6) years of progressively responsible experience in program management, project or portfolio coordination, project management, project controls, business analysis, asset management, capital or portfolio planning, operational planning, program development, or related business functions. Experience should include cross-functional coordination, schedule or milestone tracking, reporting, and risk, issue, action or dependency management. Preferred Qualifications

(Education and Experience, License, and/or Certification): Experience in a public utility, government, or regulated industry environment. Experience supporting initiatives in project management, program management, capital and/or O&M planning, budgeting, compliance, or operational performance initiatives. Experience developing long-range plans, capital investment strategies, or enterprise portfolios. Professional certification or advanced training (e.g., Asset Management Diploma, PMP, CAPM, PfMP, or similar). Experience developing or maintaining integrated schedules, dashboards, portfolio reports, RAID logs, action logs, decision logs, dependency tracking tools, or executive-level reporting materials. Other Knowledge, Skills & Abilities Advanced understanding of program management, portfolio management, asset management, or strategic planning principles. Demonstrated ability to interpret complex business, operational, financial and technical information and synthesize it into actionable recommendations. Strong strategic thinking, judgment, and problem-solving skills. Excellent written and verbal communication skills, including the ability to present complex information to diverse audiences. Proficiency in Microsoft Office products and enterprise analytical tools (e.g., Power BI, CMMS, portfolio management systems). Ability to influence outcomes and drive alignment without formal authority. Demonstrated professionalism, integrity, and respect for confidentiality.
