This position will join the HR team of US Attorney's Office, providing a full range of HR lifecycle support to an office of over 100 local staff. HR functions include staffing, benefits, compensation, HR operations, and more.

Duties

Help

If selected for this position, you will serve as a Human Resources Specialist in the United States Attorney's Office, Northern District of Alabama. You will provide a variety of human resources management advisory services in the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, compensation and human resources development. At the full performance level, you will provide a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, and human resources development. If selected, you will receive formal and/or on-the-job training as needed. Duties include:

  • Performing position analysis to determine organizational requirements
  • Determining recruitment strategies and posting job announcements
  • Reviewing applications and applying qualification standards
  • Providing advice and assistance on performance management
  • Providing assistance in the administration of benefits programs
  • Administering guidance on pay and leave
  • Identifying training and development needs
  • Conducting evaluations of human resource program operation.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-9: One full year of specialized experience equivalent to the GS-07 level in Federal service.

Specialized Experience is defined as: providing human resources support in areas such as:
  • posting job vacancies/announcements;
  • performing recruitment, hiring, pre-employment paperwork, security and onboarding duties;
  • determining qualifications and eligibility for employment for routine recruitment actions;
  • entering data in HR Information systems accurately and on-time;
  • troubleshooting employee issues with self-service features in HRIS (e.g. updating bank information, certifying timesheets, etc.).
  • or providing benefits information to employees.
Education : One of the following types of education in a related field: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related.

Combining Education and Experience: A combination of experience and graduate level education can be used if, when combined, are equivalent to 100% of the qualification requirement. Only graduate level education in excess of the first full year can be used in this calculation. To calculate your percentage of graduate education, first determine the total number of graduate level hours that exceed 18 semester hours (or your school's definition of one year of graduate study), then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of specialized experience, divide the total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%.(Transcripts required)

GS-11: One full year of specialized experience equivalent to the GS-09 level in Federal service.

Specialized experience is defined as: advising managers on federal civilian human resources laws and regulations related to one or more of the following functional areas:
  • recruitment and placement,
  • position classification,
  • employee relations and performance management,
  • employee benefits,
  • compensation and human resources development.

Examples of specialized experience include: advising management on recruitment methods and strategies; generating vacancy announcements; issuing certificates of qualified candidates; coding and processing personnel actions; applying basic classification principles to review position descriptions; administering guidance on pay and leave; providing advice regarding employee benefits and retirement and conducting research to solve complex human resources situations.

Education : One of the following types of education in a related field: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M, if related.

Combining Education and Experience: Combinations of successfully completed graduate education and experience may me used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority. Career Transition Assistance Plan (CTAP)- The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies.
