PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the GUIDED MISSILE BATTLESHIP (BBGN) PROGRAM OFFICE, PMS 470 of PROGRAM EXECUTIVE OFFICE SHIPS. Responsibilities You will serve as Contracting Officer's Representative (COR) to perform duties as appointed in order to represent the Procuring Contracting Officer (PCO) and to ensure proper execution of professional support contracts for PMS 470. You will monitor PMS 470 contract performance and execution, including submission of timely monthly reports and Tripwire assessments. You will provide oversight of contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will review contractor invoices and validate that all charges are allowable, allocable, and reasonable. You will lead the development of PMS 470 professional support services, power and energy portfolio, and BBG(X) Requests for Proposals (RFP) and subsequent proposal evaluations. You will develop, interpret and implement business and financial strategy, policy and plans to support the planning, justification, execution and procurement related actions supporting the annual operating budget. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector planning and executing studies in order to analyze, validate, and present data for the acquisition of systems and allocation of manpower, budget, or other resources; preparing or evaluating technical documents for systems, programs and projects; evaluating, preparing, and submitting justifications for new programs. Education Additional Information This position is part of the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The NH-03 pay band encompasses positions equivalent to the GS 12-13 grade levels. This position is covered by the Department of Defense Priority Placement Program.
