The City of Johnson City, Tennessee is accepting online applications for a Motor Equipment Operator III in the Public Works department, Downtown Maintenance division. The employee performs difficult semiskilled work operating a grader, bulldozer, tub grinder, hydraulic excavator or other heavy equipment; does related work as required. This is skilled work in the operation of the heaviest and most complex municipally owned construction and maintenance equipment requiring unusual care and skill in operation. The work involves responsibility for the safe and efficient operation of heavy automotive equipment. Position in this class are differentiated from positions in a lower-level equipment operating class because of the greater manipulative skill, and attention required to move, place or smooth materials expeditiously, and to protect workmen and the equipment from damage. The work also involves installation or repair of water/wastewater infrastructure. This is the most complex and specialized equipment used by the City and entails considerable difficulty in operation. Supervision may be exercised over lower level operators and workers engaged in activities related to the operation of the assigned piece of equipment. The work may be performed with considerable independence; but supervision is received from a superior who assigns and inspects work in process and upon completion for quality, quantity, safety of operation and care of equipment or Public Works employees; requires installation or repair of Public Works infrastructure.

Essential Functions of Position:

• operates heavy equipment such as graders, scrapers, large backhoes, front‑end loaders, tub grinders, boom mowers, bucket trucks and compactors;
• operates a motor grader in snow removal, grading and ditching roads and streets, in scarifying street surfaces, and in spreading and smoothing base and surface materials following designated grades;
• operates a bulldozer and motor scraper in digging and loading dirt and rock, in compacting and burying refuse, and in general construction work;
• services and makes repairs and adjustments to assigned equipment, and assists skilled mechanics in repair work;
• instructs lower level operators in the finer points of operation and servicing of assigned equipment;
• occasionally operates, for a minor part of the time, less complex machinery and equipment as necessary to expeditiously complete assigned tasks;
• performs general skilled and semiskilled laboring tasks when not operating equipment;
• operates coredrilling machine, tap machine
• installs water/wastewater lines, taps, meters, manholes, hydrants, valves and other appurtenances;
• performs related tasks as required.

Required Knowledge, Skills and Abilities: Thorough knowledge of traffic laws, ordinances and rules involved in equipment operation; thorough knowledge of the functions, operating methods and care required of a wide variety of heavy and complex construction equipment used on various jobs such as excavating, working to grade, rolling and related work, and street paving processes; thorough knowledge of the methods, tools and equipment used in servicing and repairing heavy equipment; thorough knowledge of the occupational hazards involved and the safety precautions necessary for the proper operation of heavy construction and maintenance equipment; thorough knowledge of the geography of the City, including the location and layout of streets and alleys; ability to understand and carry out oral and written instructions, and to work independently in the performance of regular working duties; skill and care in the operation of heavy maintenance and construction automotive equipment; physical strength and agility sufficient to operate heavy equipment over rough terrain occasionally under adverse weather conditions.

Acceptable Experience and Training: Completion of high school or GED and considerable experience in the operation and routine maintenance of heavy and complex construction equipment at the level of Motor Equipment Operator II; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Possession of a valid commercial driver's license issued by the State of Tennessee. Pre-employment physical, drug screening and background check required.
