Senior Business Analyst in Austin, TX (100% Onsite)

Job Summary: Senior Business Analyst
- Review, analyze, and evaluate business systems and user needs to align with overall business strategies.
- Support major system modernization projects, specifically for building a new Medicaid application.
- Provide project and product oversight for Medicaid IT-Contracted Systems and associated integrated projects.
- Prepare solution options, risk identification, and financial analyses (cost/benefit, ROI, buy/build, etc.).
- Write detailed documentation of user needs, program functions, and requirements for system development or modification.
- Support and oversee documentation and delivery of application functionality within the Medicaid IT-Contracted Systems team.
- Create and maintain processes and documentation for consistent understanding and approach, aligned with agency direction.
- Coordinate with outside vendors for project completion, service requests, and evaluation of their work.
- Develop and/or review project artifacts, including test cases, requirements documentation, traceability, and technical specifications.
- Analyze systems, troubleshoot problems, and support solution implementations.
- Manage project scope, acceptance, deployment, and monitor system integration and user acceptance testing.
- Identify project risks and difficulties, designing strategies to mitigate or avoid them.
- Analyze HHS policies, procedures, and standards to assess impacts on automated systems and functional areas.
- (Preferred) Use TFS/ADO to manage requirements throughout the development lifecycle.
- (Preferred) Work in an Agile environment (ideally SAFe).
- (Preferred) Utilize Microsoft products (MS Office, SharePoint, Copilot).
- (Preferred) Understand enterprise system components, business rules engines, workflow orchestration, and cloud-based solutions.
- (Preferred) Experience with Texas HHSC processes, Texas Medicaid, and CHIP systems.
- (Preferred) Update portfolio project management tools and manage state-level major information resource project information.
