Director, Systems Analysis

Job Description:Note: Fidelity will not provide immigration sponsorship for this position.Position Description:Leads the development and evolution of enterprise-scale platforms supporting dynamic contract and order management capabilities. Partners with business and regulatory stakeholders to translate complex financial and healthcare requirements into robust architectural designs, data models, and system capabilities that ensure scalability, performance, and compliance. Establishes and governs business rules and policy frameworks to support regulatory adherence and operational consistency across products. Drives platform modernization initiatives, including cloud adoption and service-oriented transformations, to improve resilience, extensibility, and delivery velocity. Oversees secure integration strategies across distributed systems within a web-based recordkeeping ecosystem and ensures that data access, modeling, and reporting approaches align with enterprise standards, performance requirements, and long-term strategic goals.Primary Responsibilities:Leads analysis and design for complex systems across subsystems and organizations.Consults with business users to gather requirements and analyze technology needs.Establishes full project life cycle plans for systems analysis projects and defining scope.Leads analysts in documentation and monitoring quality of deliverables.Designs new systems based on requirements.Defines test strategies and coordinating user acceptance testing efforts.Oversees software quality assurance and debugging activities.Communicates progress of multiple projects to management and stakeholders.Participates in incident management to assess business impact and facilitate workarounds.Plans and leads technology initiatives focused on software development and integration.Provides technical supervision and expertise to multiple teams on complex enterprise projects.Advises senior management on technical strategy and emerging technologies to improve system performance, security, and scalability.Education and Experience:Bachelor’s degree in Computer Science, Business Administration, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and six (6) years of experience as a Director, Systems Analysis (or closely related occupation) performing systems analysis and design of defined contribution contract and order management systems.Or, alternatively, Master’s degree in Computer Science, Business Administration, Engineering, Information Technology, Information Systems, or a closely related field (or foreign education equivalent) and four (4) years of experience as a Director, Systems Analysis (or closely related occupation) performing systems analysis and design of defined contribution contract and order management systems.Skills and Knowledge:Candidate must also possess:Demonstrated Expertise (“DE”) designing dynamic contract and order management systems based on data properties used to track Financial Service Models -- IRS 401k and 403b Regulations, product versions, orders, audit history and data archival, using Angular Framework, Java, J2EE, REST APIs, Json, XMLs, Postman, SOA tools, and Advanced Oracle PL/SQL programming.DE gathering requirements and designing conceptual, logical, and physical data models for financial and health care services -- 401k, 403b, and HSA products -- to implement scalable and efficient services and databases, using advanced data structure and Object Oriented concepts (Binary Tree, Binary Search Tree, Graphs and Entity Relationship, tree traversal algorithm and implementation of regular Expressions); and defining regulatory business rules in Drools Engine using Drools Rule Language (DRL).DE analyzing and designing order workflow management platforms to enable business users to create new orders, amend and restate existing orders (based on client requirements), and migrate orders from legacy systems -- 3NF data modeling to Key Value paired, data mapping, and denormalized forms; and defining system architecture and component interaction functionalities using Unified Modeling Language (UML) -- state diagrams, flow charts, and sequence and activity diagrams.DE analyzing and migrating platform application components into Software as a Service (SaaS), using private/hybrid Cloud; onboarding applications on Azure Kubernetes Services; defining and modeling role-based policy authorization using Fortress; and performing analysis of client server model distributed applications and analyzing complex distributed architecture applications developed on Object-Oriented Programming (OOP) concepts, using UML diagrams and Visio.#PE1M2#LI-DNIFidelity’s Onsite Working ModelFidelity is transitioning to a full-time onsite working model through a phased rollout across regions and roles. Currently, some roles and locations require 100% onsite presence, while others require less. Onsite expectations are likely to evolve as the rollout continues.
