Position Overview

The Procurement Manager is responsible for planning, directing, and overseeing all procurement and supplier management activities to ensure the timely acquisition of materials, products, and services that meet customer, engineering, statutory, regulatory, and organizational requirements. This position ensures compliance with the organization's AS9100D Quality Management System (QMS), manages supplier performance, and supports on-time delivery of conforming products.

Key Responsibilities

• Develop and implement procurement strategies that support company objectives and customer requirements
• Manage purchasing activities for raw materials, outside processing, tooling, consumables, and production services
• Ensure purchased products and services conform to engineering, quality, customer, and regulatory requirements
• Review and approve purchase orders to verify complete and accurate flow-down of technical, quality, and customer requirements
• Maintain the Approved Supplier List (ASL) and supplier qualification processes
• Conduct supplier evaluations, risk assessments, and periodic performance reviews
• Monitor supplier performance for quality, delivery, responsiveness, and cost
• Coordinate supplier corrective actions with the Quality Department
• Negotiate pricing, delivery schedules, contracts, and service agreements
• Monitor inventory levels and collaborate with Production Planning to maintain material availability
• Identify and mitigate supply chain risks that could impact production or customer delivery
• Ensure compliance with customer flow-down requirements and applicable regulatory requirements
• Prevent the procurement of counterfeit or suspect counterfeit parts and materials
• Collaborate with Engineering, Quality, Manufacturing, and Finance to resolve procurement issues
• Lead continuous improvement initiatives within the procurement function

Minimum Qualifications

Education: Bachelor's degree in Supply Chain Management, Business Administration, Manufacturing, Engineering, or a related field preferred; equivalent experience considered

Experience:

• 5+ years of purchasing or supply chain experience in a manufacturing environment
• 3+ years in a procurement leadership role
• Aerospace manufacturing experience preferred
• Experience in an AS9100 or ISO 9001 certified organization preferred

Preferred Certifications

• Certified Professional in Supply Management (CPSM)
• Certified Purchasing Manager (CPM)
• APICS Certified Supply Chain Professional (CSCP)
• AS9100 Internal Auditor

Technical Skills

• AS9100D externally provided processes, products, and services requirements
• Supplier qualification, performance management, and auditing
• Contract negotiation and purchase order management
• Counterfeit parts prevention and customer flow-down requirements
• Inventory management and ERP/MRP systems
• Blueprint and specification interpretation
• Strong communication, negotiation, and leadership skills

Performance Measures

• Supplier on-time delivery and quality performance (PPM, defects, escapes)
• Purchase order accuracy and material availability
• Supplier corrective action closure effectiveness
• Cost savings and cost avoidance
• Approved Supplier List compliance and audit results
• Customer satisfaction and achievement of departmental objectives

Work Environment

Work is performed primarily in an office environment with regular interaction on the manufacturing floor. Occasional travel to supplier facilities, customer locations, and industry events may be required. PPE required when entering production areas.
