Director of Business Development

The Development Director is responsible for project management, data analysis, communication, creating, implementing, and managing a comprehensive development strategy that supports the financial sustainability and growth of Denton County MHMR Center. This includes oversight of grants (federal, state, local, foundation, and corporate), donor cultivation, fundraising initiatives, community partnerships, annual giving programs, and strategic development planning.

The Business Development Director works under the leadership of the Executive Director, and works closely with the Chief Financial Officer, Chief Operations Officer, and program leadership to ensure alignment of funding opportunities with the Center's mission, service lines, and compliance standards under Texas Administrative Code (TAC), HHSC requirements, CCBHC certification standards, and federal funding regulations.

This position supervises the Grant Specialist, the Marketing & Communications Specialist, and Fundraiser Coordinator. The Grant Specialist ensures that all Grant Specialist activities, including research all requirements for eligibility, proficiency with grant writing, strong knowledge of RFA's, RFI's, and RFPs as the grant begins with the RFA, FFI, or RFP process. The grant position is responsible for tracking, reporting as required for each respective grant in conjunction with program staff responsible for each respective grant, and compliance with all grant requirements, are completed accurately and as outlined in each respective grant. Supervision of the Marketing & Communications Specialist, ensuring that they are provides strategies to enhance the center's goal for brand awareness, developing communication platforms and ensuring that all available platforms contain meaningful content to draw listeners to the Center, monitor the annual marketing for the Center, that strategically identifies program, awareness champagnes, establishing a calendar of events that establishes all coordination of campaigns, proclamation's for mental health, Substance use, and for individuals with developmental disabilities, notification to board members, staff, and stakeholders of all events, together with the Business Development Director establish the required budget and analyze the market and competitors. Ensure that the Marketing & Communications Specialist has the items for tabling and events, ensures that the Marketing & Communications Specialist has content writing skills, automation, and social media marketing skills for all platforms. Ensures the Marketing & Communications Specialisthas excellent interpersonal skills, and customer service skills, excellent organizational skills. Supervises the fundraiser position, ensuring that in coordination with the Marketing & Communications Specialist planning, organizing and executing all fund-raising events, building on the Center's donor pool, connecting with potential donors, tracking all donations received and ensuring that thank you cards are sent out no later than three days after an event. Ensuring compliance and accurate record keeping, monitoring the success of all events and donor campaigns, researching potential sponsors and donors. Networking and strong knowledge of community partners.

Education, Training, and Experience

• Bachelor's degree in Nonprofit Management, Business Administration, Marketing, Communications, Public Administration, or related field.
• Minimum of three (3) years of experience in nonprofit development, fundraising, grant writing, or related work.
• Demonstrated success in managing fundraising programs and developing donor relationships.
• Experience in a behavioral health or healthcare setting is preferred.

Registration, Certification, Licensure, and Other Qualifications

• Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
• Must possess and maintain a valid driver's license and automobile insurance.
  • Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
• Successful completion of all position-specific training within thirty (30) days of employment and ongoing compliance with annual training requirements is required.

• In collaboration with the Executive Director, identify and prioritize key impact areas using data-driven insights to maximize benefit to the Center. Develop, implement, and monitor the organization's annual development plan in alignment with organizational goals and CCBHC standards.
• Allocate time and resources strategically toward high-impact fundraising and development initiatives, including individual giving, corporate partnerships, foundations, and community collaborations.
• Lead fundraising events, giving campaigns, sponsorship initiatives, and donor engagement strategies to advance organizational objectives.
• Monitor fundraising outcomes and donor progress monthly, maintaining flexibility to adjust strategies as needed. Provide regular reports to the Executive Director and Chief leadership team on progress, donor engagement, and evolving needs.
• Oversee the donor management system and ensure accurate, timely maintenance of donor records to support data-informed decision-making and stewardship.

2. Grant Strategy, Oversight & Compliance

• Supervise and support the Grant Specialist in identifying funding opportunities, developing and submitting grant proposals, tracking progress, managing reporting requirements, and cultivating relationships that build strong engagement and connection with the Center.
• Collaborate with internal program leaders to develop proposals that accurately reflect program needs and goals while ensuring compliance with federal, state, and contractual requirements.
• Ensure grant activities adhere to TAC, HHSC guidelines, CCBHC reporting standards, and all grantor-specific regulations.
• Monitor grant deadlines, deliverables, and expenditures in coordination with the Finance Department.
• Lead risk-mitigation strategies for funding diversification and grant dependency.

3. Donor Relations & Community Engagement

• Cultivate strong long-term relationships with donors, stakeholders, and community partners to support fundraising and resource development.
• Represent the organization at community events, networking meetings, and partnership opportunities as assigned by the Executive Director.
• Develop communication materials (reports, impact statements, acknowledgments, presentations) for donors and funders.
• Assist with the coordination of Center fundraising initiatives, including galas and other development opportunities.

4. Internal Collaboration & Leadership

• Work collaboratively with Finance, Operations, HR, and Program leadership to ensure funding opportunities align with capacity, compliance, and organizational goals.
• Participate as part of the organization's leadership team to support strategic planning and organizational initiatives.
• Provide guidance, coaching, and performance management to the Grant Specialist.
• Develop and deliver regular development reports to the Executive Director and Board of Trustees.

5. Data & Reporting

• Maintain accurate tracking systems for grants, fundraising outcomes, donor engagement, and development-related metrics.
• Prepare clear, timely reports for internal leadership, grantors, auditors, and the Board as needed.
• Ensure proper documentation and retention of development records in accordance with TAC standards and organizational policy.
• Public Information Officer
• Serves as the designated Public Information Officer (PIO) for the organization and acts as the primary point of contact for media relations, public communications, and external information requests.
• Oversees and coordinates responses to requests submitted under the Texas Public Information Act (PIA), ensuring requests are processed in accordance with applicable federal and state laws, Texas Government Code requirements, organizational policy, and established timelines.
• Collaborates with executive leadership, Human Resources, Compliance, Legal Counsel, program leadership, and other departments to gather, review, redact, and prepare records responsive to public information requests.

7. Participates in the Center's Zero Suicide Initiative.

• Supports individuals experiencing a crisis by promptly connecting them with appropriate Center programs, such as the Mobile Crisis Outreach Team (MCOT), Psychiatric Triage, Crisis Prevention services, and/or other applicable resources. Ensure seamless coordination to facilitate timely intervention.
• Remains with individuals, when deemed safe, to provide support and maintain a calm environment until specialized crisis staff or emergency personnel arrive to take over intervention efforts. Adheres to safety protocols to prevent escalation of a crisis situation.
• Participates in debriefing sessions with the immediate supervisor or designated staff following a crisis event. Collaborate with the team to review the incident, identify lessons learned, and ensure all HHSC guidelines and Center policies and procedures are followed.

8. Other Duties

• Uphold strict confidentiality and ethical standards related to donor and funding information.
• Ensure all development activities reflect the organization's mission, values, and CCBHC principles of whole-person, client-centered care.
• Assist with marketing and public information efforts as requested, in collaboration with the Marketing Director and Executive Director.
• Other duties as assigned by the Executive Director.
