2 Chargés / Chargées de gestion administrative et financière

Puy De Dome

Au sein de la Direction des Bâtiments et de la Performance Ecologique, sous la responsabilité hiérarchique de la/le Chef(fe) de l'unité gestion administrative et financière , la/le chargé(e) de gestion d’opérations aura en charge la gestion administrative et financière des opérations de construction de l’ensemble du patrimoine bâti de la collectivité et du SDIS. Vous assurerez le suivi administratif, juridique et financier en liaison avec les conducteurs d’opérations chargés du suivi technique des bâtiments. Missions et activités 1 - Gestion des opérations en maîtrise d'ouvrage sur le plan administratif, juridique et financier Participer aux études préalables. Participer à l'organisation et à la planification des consultations des divers prestataires et entreprises Participer à la définition des éléments nécessaires à la réalisation des pièces (délais, nature, pondération des critères...) Rédaction des pièces administratives de consultation des marchés liés aux opérations Contrôler les pièces administratives et financières des dossiers de consultation des entreprises Vérifier la compatibilité des documents en vue de la dématérialisation des procédures Participer à l'analyse des offres et à l'élaboration du rapport d'analyse Saisir les données dans le logiciel de marchés public Déposer et réceptionner des consultations sur les plateformes de dématérialisation 2 - Assistance à l'élaboration et au suivi des marchés ou contrats Exécution des opérations Diffuser les marchés notifiés Saisir les bordereaux de prix Suivre les sûretés financières et mettre à jour les divers tableaux de bord Vérifier et payer les situations des prestataires Exécution des dispositions administratives et financières des marchés Traiter les actes de sous-traitance Rédiger et saisir les modifications des contrats dans le logiciel marché Tenir les tableaux des ordres de service et avenants Suivre les procédures de réception de travaux 3 - Archivage des dossiers de marchés publics liés à l'activité de la Direction Trier les pièces en vue de la constitution des dossiers 'archives' Suivre les garanties contractuelles. Suivre les dossiers précontentieux. Assurer le recouvrement des recettes 4- Assurer le suivi financier des opérations dont vous avez la gestion. Gestionnaire administratif et financier, expérimenté(e) en suivi budgétaire, gestion comptable et analyse financière. Rigoureux(se), organisé(e) et à l’aise avec les outils de gestion. Compétences clés démandées Règle de la comptabilité publique gestion budgétaire des collectivités marchés publics outils bureautiques et logiciels métiers Vous êtes titulaire d'un bac+2 : BTS Comptabilité et gestion, gestion des PME Informations spécifiques liées au recrutement La promotion de l'égalité entre les femmes et les hommes est une préoccupation constante au sein de notre collectivité.
