Senior Administrative Analyst

Senior Administrative AnalystThis classification is scheduled to receive a wage increase of 5% in July of 2027. The Butte County Behavioral Health Department is seeking a Senior Administrative Analyst with the ability to lead trainings and work review for our medical billing team, including Medi-Cal, Medicare, Insurance and Private Pay billing for Mental Health and Substance Use Disorder programs. Maintains member financial accounts in the Electronic Health Record (EHR), including uniform determination of ability to pay (UMDAP), Sliding Scale, and Fee Waiver adjustments. Identifies and resolves billing problems. Processes claims, disallowances, and voided claims. Reviews and interprets Federal, State, County and department regulations, policy, and other guidance to ensure fully compliant claiming. Prepares desk references and reports, as well as providing recommendations related to billing processes.This recruitment is for an In-Person position. This is not a remote position. The current vacancy is with the Department of Behavioral Health. The eligibility list created from this recruitment may be used to fill any current or future vacancies in ANY Butte County Department.FLSA: ExemptDEFINITIONUnder general direction, assigns, directs, reviews, and participates in the work of staff providing analytical assistance in the administration of assigned operations, programs, and projects including budget development, financial administration and reporting, grants, purchasing, contract administration, human resources, risk management, and training/staff development, management analysis, legislative analysis and regulatory compliance, and/or program analysis; researches and analyzes programmatic practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analyses, feasibility studies, and evaluations for assigned projects, programs, divisions, and/or departments; assists in departmental/divisional planning activities to improve organizational productivity and customer service; fosters cooperative working relationships among County departments; and performs related duties as assigned.SUPERVISION RECEIVED AND EXERCISEDReceives general direction from assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to lower-level staff. Exercises no direct supervision over staff.CLASS CHARACTERISTICSThis is the advanced journey-level lead classification in the Administrative Analyst series responsible for performing the most complex work assigned to the series, while also providing lead direction and training to lower-level staff. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgement. Positions in the classification rely on experience and judgement to perform assigned duties. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class is distinguished from the Supervising Administrative Analyst in that the latter a first-line supervisor in the series responsible for organizing, assigning, supervising, and reviewing the work of assigned staff.Essential Job FunctionsEXAMPLES OF TYPICAL JOB FUNCTIONSTypical functions may include any of the following tasks, knowledge, abilities, and other characteristics. organizes and assigns work, sets priorities, and follows up to ensure coordination and completion of assigned work; assists in the evaluation, development, and implementation of work procedures and methods; assists staff in identifying and resolving difficult and complex client and office issues.Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of operations, programs, and service delivery methods and procedures in order to maximize funding and efficiencies and minimize costs; assesses and monitors workload and administrative and support systems; identifies opportunities for improvement and develops related recommendations.Coordinates activities with those of other departments, depending upon the nature of the assigned operation, program, or project to which assigned.Represents assigned department in interdepartmental, community, and/or professional meetings; confers with and coordinates with other County staff on a wide variety of administrative analyses and planning issues.Performs professional-level administrative and program analysis work in areas such as budget development, financial administration and reporting, grants, purchasing, contract administration, human resources, risk management, and training/staff development, management analysis, legislative analysis and regulatory compliance, and/or program analysis.Conducts a variety of analytical and operational studies regarding departmental, divisional, and/or programmatic activities; evaluates alternatives and makes recommendations; participates in the development and measurement of industry benchmarks and best practices; discusses, consults with, and advises staff and management on recommendations; implements policy, procedural, administrative, and/or operational changes after approval; reviews and evaluates implemented changes; and prepares reports of conclusions.Independently writes content for administrative, management, operational, staff, legal, regulatory, and financial reports including the preparation of findings, conclusions, recommendations, and forecasts, for management, the Board of Supervisors, and external entities; develops formats to facilitate clear understanding and interpretation of information and materials to be presented.Ensures compliance with program, division/department, County, funding agency, and federal, state, and local requirements.Attends meetings, conferences, workshops, and training sessions; and reviews publications and related material to become and remain current on principles, practices, and new developments in assigned work areas.Performs related duties as assigned.In addition, when assigned to:Budget, Grant, and Financial Administration and ReportingContracts and ProcurementProgram AnalysisHuman Resources, Risk Management, and Training/Staff DevelopmentMinimum QualificationsKnowledge of:Principles of providing functional direction and training.Organizational practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.Principles and practices of business and public administration as applied to assigned department, division, and/or programs.Sources of information and analytical processes related to a broad range of County programs, services, and administration including, but not limited to, budget development, financial administration and reporting, grants, purchasing, contract administration, human resources, risk management, and training/staff development, management analysis, legislative analysis and regulatory compliance, and/or program analysis.Applicable state, federal, and local laws, regulations, codes, and ordinances and County policies and procedures applicable to department, division, and/or programs to which assigned.Research, quantitative and qualitative analyses, mathematical and statistical calculations, and reporting methods, techniques, and procedures.Recordkeeping principles and procedures.Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.Ability To:Plan, organize, and coordinate the work of assigned staff.Effectively provide staff leadership and work direction.Lead and perform responsible and difficult administrative analytical work involving the use of independent judgment and personal initiative.Conduct research, analyze, and implement various administrative activities such as budget development, financial administration and reporting, grants, purchasing, contract administration, human resources, risk management, and training/staff development, management analysis, legislative analysis and regulatory compliance, and/or program analysis.Effectively represent the department and the County in meetings with governmental agencies, contractors, vendors, community groups, the public, and various business, professional, regulatory, and legislative organizations.Plan and conduct effective management, administrative, and operational studies; analyze, evaluate, and develop improvements in operations, procedures, policies, or methods.Perform quantitative and qualitative analyses, interpret, draw conclusions, summarize, and present information and data in an effective manner.Prepare clear, concise, and complete reports and other written material.Make accurate mathematical and complex statistical computations.Establish and maintain a variety of filing, recordkeeping, and tracking systems.Understand, interpret, and
