Emergency Management Senior Procurement Coordinator The Senior Procurement Coordinator will lead the rapid sourcing of goods, services, and construction during disasters, ensuring compliance with federal procurement policies, donor regulations, and organizational safeguards. Responsibilities Execute end‑to‑end procurement, including solicitations, contract management, and compliance with FEMA, state, and federal policies. Manage logistics, shipping, warehousing, and materials management, overseeing equipment such as forklifts, trucking, cranes, generators, and life‑support items. Draft Master Service Agreements, notices to proceed, purchase orders, and task orders for the division. Provide contract‑related support to the overall project management office. Vet and onboard prospective vendors and subcontractors. Assist client proposals and bid efforts involving vendor/subcontractor activity. Maintain procurement tracking files for distribution and shuffling. Act as subcontractor liaison for contracting, subcontracting, and insurance certificates. Support development of performance‑risk ratings and evaluate cost and pricing data for contractors. Make responsible and ethical decisions regarding company funds, resources, and adherence to WSP’s Code of Conduct and related policies. Required Qualifications High school diploma required; bachelor’s degree in business strongly preferred. Five or more years of procurement experience, including at least three years in emergency management or disaster procurement. Prior project procurement and administrative experience in emergency management. Ability to mobilize to any location in the U.S. and its territories within 24–48 hours in declared disaster zones. Hybrid work location with 40‑hour weeks, availability for overtime and off‑hours work, and deployments ranging from 3 to 30 days. Proficiency with ERP systems (Oracle, SAP) and Microsoft Office Suite. Thorough understanding of FAR, DFAR, FTA, DOT, and labor regulations (Service Contract Act, Davis‑Bacon). Physical ability to lift 75 pounds unassisted. Must be authorized to work in the United States. Preferred Qualifications Prior direct experience with Puerto Rico or U.S. federal agencies.
