Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD. Responsibilities Procure cyber operations-peculiar services and commodities for complex and diversified programs requiring strategic sourcing initiatives. Explore new or innovative contracting approaches, including use of pricing arrangements or incentives, to arrive at an equitable contract arrangement. Lead and supervise the evaluation and execution of acquisition schedules to not delay award of any assigned contracts, often developing and utilizing rapid acquisition processes. Conduct negotiations independently or serves as lead negotiator on price, technical requirements, and/or terms and conditions of the contract. Award or recommend award in accordance with delegated authority in cases where such decisions are accepted as authoritative and serve as the basis for committing the agency or activity. Evaluate contractor performance for compliance with terms and conditions of contract, and ensures timely submission of technical progress reports and performance metrics. Provide acquisition planning and management expertise to support special projects, initiatives, and studies. Basic Education Requirement Basic Requirement for Supervisory Contract Specialist: : Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
