SUSTAINABLE TRANSPORTATION PROGRAM MANAGER

The City is seeking an enthusiastic, experienced, and well-rounded Sustainable Transportation Program Manager to lead the development and management of multimodal transportation, access, parking, and mobility programs, alongside other related projects. With two BART stations, San Pablo Ave and the Ohlone Greenway, as well as new active transit-oriented development, this position will support the City’s goals to create a balanced transportation environment by developing and managing shared mobility, micro mobility, active transportation, parking management, transportation demand management, and electric vehicle infrastructure initiatives from the planning phase to project implementation. The Sustainable Transportation Program Manager will lead stakeholder and community engagement for transportation initiatives, including public outreach, community relations, and communications. The position represents the City on regional committees to identify, prioritize, and advance the City’s transportation goals. The position will coordinate interdepartmentally, including managing a newly formed interdepartmental transportation task force, and will collaborate with outside agencies to foster a safe and accessible, multimodal transportation system. The Sustainable Transportation Program Manager receives general direction from the Public Works Director/City Engineer and exercises direct and indirect supervision over supervisory, professional, technical, and administrative support staff. This dynamic role collaborates with staff from a variety of city-wide departments to help support the City’s goals and initiatives towards Sustainable Transportation. The position requires someone with experience in urban transportation planning, a demonstrated capacity to communicate with the general public and stakeholders in planning and executing projects, and the ability to be innovative and effective to both create new programs and modify established programs. City Perks: CalPERS Retirement: CalPERS Classic members 2.7% @ 55 and PEPRA members 2% @ 62 retirement formula integrated with Social Security; 11% employee contribution. Medical/Dental Insurance: Fully paid medical coverage (up to the Kaiser family rate) and dental coverage for employees and their dependents ($38,064 annual value) ; cash in lieu option available at $350 per month. Life Insurance: The City pays for basic life and AD&D insurance coverage each up to $100,000. Short-Term/Long-Term Disability Insurance: 2/3rds of salary up to the maximum monthly. Voluntary Benefits: Supplemental Life Insurance, Deferred Compensation Plans and Flexible Spending Accounts (FSAs) offered. Holidays: 13 paid holidays per year, plus 3 floating holidays and 1 birthday holiday. Vacation: Vacation ranging from 11 - 33 days per year based on years of service. (Prior public service years may be considered for initial accrual year placement in offer process). Sick Leave: Accrued at 8.75 hours per month. Administrative Leave: Up to 75 hours per fiscal year (pro-rated for the first year). Tuition Reimbursement: Cost reimbursement up to the maximum of $3,500/fiscal year for work related studies. Bilingual Pay: The City pays $2,600 per year to employees who are bilingual and who have passed a proficiency test provided by the City. Alternating Work Schedule: This position typically works 37.5 hours per week with every other Friday off. Telework: Schedule flexibility where possible. Essential responsibilities and duties may include, but are not limited to, the following: Research, develop and manage on-street paid parking program to support transit-oriented development at the El Cerrito Plaza BART Station Update the City's residential parking permit program (RPP) Proactively develop and manage shared mobility, micro mobility, active transportation, and electric vehicle charging programs and projects, in coordination with adjacent cities and transportation planning agencies Develop revenue to support transportation and transportation-demand management programs through pay-for-service (e.g. on-street paid parking program and residential parking permits), grants, regional partnerships and possible fees Manage the City’s active transportation planning and community engagement program Coordinate citywide on-street parking program to facilitate evacuation route planning Develop and coordinate transportation demand management program to support new transit-oriented development and reduce overall vehicle miles travelled and parking demand Develop curbside management program in the City's commercial areas to facilitate access to businesses, delivery, pick up/drop off, waste/recycling collection and "TNCs" (transportation network companies) Participate in helping to expand and continuously improve the City's active transportation (bicycle, pedestrian) and transportation safety infrastructure and programs Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration or business administration or major coursework relative to the scope of work or assignment. A master’s degree is desirable. Experience: Seven (7) years of increasingly responsible professional program experience, three (3) years of which should be in a supervisory or lead capacity. Licenses and Certifications: Individuals who are appointed to this position will be required to maintain a current and valid California Driver’s License and satisfactory driving record throughout employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties. A current and valid out-of-state license may be used upon hire and a valid California Driver’s License must be obtained within six (6) months of appointment. Knowledge and abilities may include, but are not limited to, the following: Knowledge of: Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of programs. Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures. Operations and services provided within assigned program area, as well as its stated mission, scope, and priorities. Administrative principles, practices, and methods including goal setting, policy and procedure development, quality control, and work standards. Budgeting and public speaking principles and practices. Principles and practices of sourcing, applying for, monitoring, and reporting on grant funding. Federal, state, applicable regulations, and local laws as they relate to program services. Community socioeconomic and cultural demographics. Community agencies and other service providers who provide services to program participants. Funding sources for programs and services including fundable services and activities. Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly. Ability to: Select, supervise, train, and evaluate staff ensuring work is performed effectively, and performance is assessed objectively and in a positive manner. Develop and implement goals, objectives, practices, policies, procedures, and work standards. Provide administrative, management, and professional leadership for the assigned programs. Develop, implement, execute, and administer multi-discipline programs through coordination and collaboration with peers and management. Evaluate the effectiveness of programs and services and make necessary changes and improvements. Maintain awareness of the functioning and status of multiple work groups or program areas simultaneously. Navigate a fast-paced organization and its competing priorities to manage programs effectively. Coordinate community work groups, mobilize community resources, solicit input, and develop implementation plans; coordinate services across internal and external programs. Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. Effectively represent the department and the City in meetings with governmental agencies; community groups; various business, professional, and regulatory organizations; and in meetings with individuals. Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

THE DEPARTMENT

The mission of the Public Works Department is to plan, design, construct, operate and maintain public facilities and infrastructure and programs that support the quality of life for the citizens of El Cerrito in a way that ensures an economically and environmentally sustainable future. The Public Works Department consists of two Divisions: the Engineering Division and the Operations and Environmental Services Division (OESD). OESD operates from the Recycling + Environmental Resource Center (RERC) and the Corporation Yard, and provides services for the maintenance of public facilities, infrastructure, and landscaping; waste management; and environmental sustainability programs and compliance.
