Inventory Management Specialist

VETERANS HEALTH ADMINISTRATION

Summary

This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Duties include, but may not be limited to the following:

  • Lifecycle Management: Responsible for the lifecycle management of non-expendable assets; conducts short, mid and long-term advanced planning; analyzes data; supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization sources; and corresponds with procurement officials and other stakeholders to resolve issues
  • Participate in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million-dollar projects
  • Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources. Exercises Ordering Officer Authority in determining best value and contract sourcing
  • Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders. Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues, such as inspections, installation, training and deployment of equipment
  • Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Implements Federal and Agency programs to promote maximum utilization of excess generated within the VA and to enable the economical acquisition of other Federal Agencies' excess property. Dispose of surplus or excess property in accordance with specific agency directives and procedures. Acts as the Custodial Official for VA during the sale process and until property is removed from the assigned area
  • Inventory Management and Control: Responsible for the management and control of NX equipment assets; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment
  • Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property
  • Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors
  • Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources. Ensures accuracy of all personal property records and property documents which support the general ledger accounts. Ensure all equipment is properly classified by assigning the correct Category Stock Number (CSN). Capitalizes all equipment over $1,000,000.00 in the EIL and the Fixed Asset Package (FAP) reports monthly depreciation values to Fiscal Service. Research existing stock catalogs, manufacturer's catalogs and drawings to identify matching characteristics for proper description. Maintains accountable property documents and files of nonexpendable excess property as it accumulates. Maintains all due-in records and processes receipt documents in order to properly account for all inventories
  • Performs other related duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday 07:00am- 3:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-7 Grade Requirements: To meet the minimum qualifications for this position at the GS-07 grade level, you must meet one of the following:

EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade (GS-5) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Examples of Specialized experience include comprehensive knowledge of complex, standard, and non-standard inventory management, planning and lifecycle principles, concepts, and methodologies requiring the application of sound judgment and analysis to provide services and resolve problems associated with NX systems and processes. Ability to search for and analyze information. Understanding supply principles, lifecycle management, planning, property inventory and accounting methods to resolve issues and improve operations. Broad knowledge of technical characteristics and uses of medical and non-medical devices. Knowledge of property classification and equipment specification data to accurately catalog a variety of non-expendable property acquired by the facility. Knowledge of ADP applications such as Financial Asset Package (FAP), Integrated Funds Distribution Control Point Activity (IFCAP), AEMS/MERS, SOARD/Maximo or similar NX inventory management systems. Ability to use various computer database applications, office software programs, and use websites to research items. Ability to use bar code scanning equipment and appropriate tagging equipment to implement property accounting systems. Practical knowledge of procurement law in order to determine required sources of equipment, purchase card program and simplified acquisition procedures. ~OR~

Education: Have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. ~OR~

Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: Transcripts must be submitted with application. Education or combining education with specialized experience cannot be credited without documentation.

GS-09 Grade Requirements: To meet the minimum qualifications for this position at the GS-09 grade level, you must meet one of the following:

Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
