Recovery Center of Maryland, LLC (RCOMD) is seeking an experienced, highly accountable, and mission-driven Executive Director to provide operational leadership for our residential substance use disorder treatment program in Baltimore, Maryland.The Executive Director is responsible for the overall administration and day-to-day operation of the residential program, including regulatory compliance, program operations, staffing, quality improvement, performance management, census development, fiscal stewardship, and coordination of clinical and support services.This is a hands-on leadership position for an experienced behavioral health professional who understands that excellent treatment outcomes require strong systems, consistent accountability, regulatory readiness, and compassionate leadership.The Executive Director will work closely with the CEO/COO, clinical leadership, medical and nursing providers, compliance personnel, counselors, peers, residential staff, and community partners to ensure the program consistently provides safe, effective, person-centered, and compliant services.Key ResponsibilitiesProgram Leadership & OperationsProvide executive oversight of the daily operations of the residential treatment program.Ensure residential services are delivered consistently with the organization's mission, policies, contractual obligations, and regulatory requirements.Establish clear operational expectations, workflows, accountability systems, and performance standards.Maintain an organized, safe, therapeutic, and recovery-focused residential environment.Ensure adequate staffing and appropriate coverage across residential operations.Identify operational problems quickly and implement sustainable corrective actions.Provide regular operational and performance reports to executive leadership.Regulatory Compliance & QualityMaintain continuous readiness for regulatory, payer, licensing, accreditation, and external reviews.Ensure compliance with applicable Maryland behavioral health regulations, Behavioral Health Administration requirements, Medicaid requirements, HIPAA, and other applicable federal and state standards.Work closely with Compliance and Quality Improvement leadership to identify and correct deficiencies.Ensure required policies, procedures, personnel records, training, incident reporting, and program documentation are maintained.Monitor corrective action plans and ensure deficiencies are resolved within established deadlines.Participate in internal audits, quality improvement activities, risk management, and compliance initiatives.Promote a culture in which compliance is incorporated into daily operations rather than addressed only when an audit occurs.Clinical & Documentation OversightThe Executive Director will work collaboratively with appropriately licensed clinical leadership and will not replace functions that require independent clinical judgment or licensure.Responsibilities include:Ensure appropriate systems are in place for timely assessments, treatment planning, progress documentation, care coordination, medication reconciliation, transition planning, and discharge documentation.Monitor documentation completion and program-level compliance indicators.Ensure services provided are consistent with authorized levels of care and program requirements.Coordinate with clinical supervisors regarding documentation deficiencies, treatment concerns, and staff performance.Ensure individuals receive coordinated medical, psychiatric, clinical, peer, and case management services.Support implementation of evidence-informed, trauma-informed, person-centered, and recovery-oriented practices.Staff Leadership & Performance ManagementProvide leadership, supervision, and accountability for assigned program managers and residential leadership.Establish clear expectations for staff attendance, productivity, documentation, professionalism, and performance.Conduct regular leadership and operational meetings.Work collaboratively with Human Resources regarding recruitment, onboarding, retention, performance evaluations, corrective action, and workforce development.Ensure required employee training and competencies remain current.Develop a workplace culture centered on professionalism, teamwork, accountability, respect, and excellent client care.Address performance concerns promptly and consistently.Census, Admissions & Community RelationshipsMonitor residential census, admissions, discharges, referrals, and bed utilization.Work collaboratively with admissions and business development personnel to maintain appropriate census levels.Strengthen relationships with hospitals, treatment providers, community organizations, behavioral health agencies, referral partners, and other stakeholders.Identify barriers to admissions and implement strategies to improve access to services.Monitor referral conversion, admission trends, length of stay, and discharge patterns.Financial & Administrative ManagementAssist executive leadership with development and management of program budgets.Monitor staffing costs, overtime, purchasing, utilization, and other operational expenses.Promote responsible stewardship of organizational resources.Review program performance data and identify opportunities to improve efficiency without compromising quality or compliance.Ensure operational decisions support both quality care and organizational sustainability.Performance & Quality IndicatorsThe Executive Director will be expected to monitor and improve key complianceIncident trendsClient grievances and satisfactionStaff training complianceAudit findings and corrective actionsAuthorization and utilization trendsLength of staySuccessful transitions and dischargesQuality improvement objectivesQualificationsRequiredBachelor's degree in Behavioral Health, Social Work, Counseling, Psychology, Healthcare Administration, Business Administration, Public Health, or a related field.Minimum of 5 years of progressive leadership experience in behavioral health, substance use disorder treatment, residential treatment, healthcare, or a closely related human-services environment.Demonstrated experience supervising managers and multidisciplinary teams.Strong knowledge of behavioral health program operations, compliance, quality improvement, and performance management.Demonstrated ability to manage multiple priorities in a fast-paced and highly regulated environment.Strong written and verbal communication skills.Strong organizational, analytical, problem-solving, and leadership abilities.Ability to interpret policies, regulations, performance reports, and operational data.PreferredMaster's degree in behavioral health, healthcare administration, business administration, social work, counseling, public health, or a related field.Maryland behavioral health or substance use disorder program leadership experience.Experience managing a residential SUD treatment program.Experience with Medicaid-funded behavioral health services.Knowledge of Maryland behavioral health regulatory and reimbursement requirements.Experience with accreditation, licensing surveys, payer audits, compliance reviews, and corrective action plans.Clinical licensure or addiction-treatment credential is preferred but not required unless necessary
