$62,220.00 - $64,566.00/year, (with potential growth to $96,790.00/year) The Administrative Specialist III (Director of Central Services) provides administrative oversight to the daily activities of Central Services Unit for the Howard County Health Department. Central Services duties include facility management, inventory management, fleet management, transport and delivery, records management, and the Vital Records and Front Desk Unit. This position supervises one Administrative Specialist II, one Services Specialist, two Fiscal Accounts Clerks II, and one contractual Administrative Aide. This position also serves as Logistics Chief for the Department’s Incident Management Team. 100% on-site Position Duties 15% - Facilities Management - manages all issues related to building maintenance and repairs, including coordinating with Howard County Government as necessary for all projects. Manages building access issues for Department staff (e.g., issuing keys). 30% - Inventory Management – purchases, manages, distributes, and tracks fixed assets as well as consumable assets including water and paper for the entire department. Ensures the department’s inventory is managed according to State and County requirements. Oversees the telecommunications program for HCHD. 15% - Fleet Management and Van Coordinator – manages and tracks all facets of the vehicle fleet, including coordinating sign‑out of vehicles, tracking mileage, and addressing maintenance issues. Coordinates usage of HCHD vans and ensures fleet management meets State and County requirements. 15% - Vital Records and Front Desk – establishes staff schedules, interacts with MDH to address issues, purchases security paper, counts and stores records in a secure location. 5% - Records Management – ensures programs and bureaus manage records according to MDH record retention schedule. 5% - Policies and Procedures – develops and implements appropriate policies and procedures to ensure adherence to all relevant State and County rules. 10% - Supervision of Subordinate Staff - approves leave requests and timesheets; manages performance via guidance, direction, and semi‑annual evaluations; addresses performance issues promptly; facilitates staff development and training; participates in hiring and onboarding; provides onsite coverage as needed. 5% - Other Duties – possesses a broad understanding of HCHD services, participates in drills and exercises, responds to emergencies, keeps current on policies, completes required trainings, and engages in quality‑improvement efforts. Minimum Qualifications Graduation from an accredited high school or possession of a high school equivalency certificate. Three years of administrative staff or professional work. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience, a Bachelor’s degree for the required experience, or U.S. Armed Forces military service experience as a commissioned officer involving staff work that required independent judgment and analysis in applying and interpreting complex administrative plans or policies. Desired or Preferred Qualifications Experience supervising employees. Experience in customer service, including interpersonal skills and commitment to excellent support. Experience troubleshooting and managing facility issues. Experience with fleet management. Ability to work evenings, nights, and weekends as needed.
