Why does the job exist?

This position manages the Petroleum Storage Tank Remedial Action Program to meet Bureau and Department goals and objectives. The position provides technical and administrative supervision of
the Remedial Action Program staff, to include personnel management.

The position supports financial management of the remediation program, including coordination with NMED leadership and related offices. It oversees the Remedial Action Section by setting and
achieving goals aligned with the NMED Strategic Plan, Environmental Protection Agency (EPA) approved work plans, and program objectives. The role develops and presents budget requests to
NMED and EPA and works with staff to anticipate future needs, identify opportunities, and improve program performance across the bureau and agency.


How does it get done?

- Assign petroleum release sites to qualified staff and set performance goals, timelines, and financial tracking from discovery through closure
- Manage state lead and fund eligible remediation projects, including bid requests, contractor qualification review, and coordination with administrative and procurement staff to meet state requirements
- Oversee contractor led site assessments, including evaluation of soil, groundwater, and vapor impacts, and prioritize remediation based on site ranking and risk
- Review and approve Corrective Action Work Plans for technical adequacy, regulatory compliance, and appropriate remediation and monitoring strategies
- Provide long term oversight of complex, multi year remediation projects, including sites with groundwater impacts and challenging hydrogeologic conditions
- Authorize site completion, issue acceptance documentation, and oversee reimbursement or payment claims to ensure eligible costs and fiscal accountability
- Supervise staff to ensure accurate, organized maintenance of site files and proper execution and filing of approval packages, correspondence, reports, and electronic records

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate

The ideal candidate will have experience in the following:
- Supervising technical staff and contractors working on Underground Storage Tank (UST) and Leaking Underground Storage Tank (LUST) corrective actions, including planning, task assignment, and performance evaluation
- Strong knowledge of New Mexico petroleum storage tank regulations and corrective action requirements under the New Mexico Environment Department Petroleum Storage Tank Bureau (NMED PSTB), the EPA, and relevant parts of 40 Code of Federal Regulations (CFR) Part 280
- Managing state procurement and grants for environmental cleanup, including contract development, scope review, invoicing, and compliance with funding rules
- Ability to create, update, and implement technical Standard Operating Procedures (SOPs) for site assessment, sampling, remediation systems, health and safety, and quality assurance/quality control (QA/QC)
- Strong project management skills for environmental cleanup projects, including planning, scheduling, budgeting, contractor oversight, data review, and reporting


Minimum Qualification

Master's Degree in Physical, Natural, Biological, or Environmental Science, Soil Science, Animal Science, Engineering, or Chemistry and eight (8) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.


Employment Requirements

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.


Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
