The Agricultural Program Supervisor/Expert is responsible for overseeing and managing agricultural programs that support the state's farming, food production, and natural resource initiatives. This role involves program administration, staff supervision, regulatory compliance, and stakeholder engagement to promote agricultural sustainability and economic growth.Primary Responsibilities
The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts.
Develop, implement, and manage state agricultural programs to align with regulatory requirements and industry best practices.
Monitor and evaluate program effectiveness, budgets, and operational efficiency.
Maintain detailed records and reports to track program outcomes and compliance.
Supervise and support agricultural program staff, ensuring productivity and adherence to goals.
Delegate responsibilities and monitor project timelines and deliverables.
Foster a collaborative and solution-oriented team environment.
Serve as a liaison between the agency, farmers, agribusinesses, and industry stakeholders.
Develop partnerships with universities, research institutions, government and agricultural organizations to enhance program resources.
Organize public meetings, workshops, and educational initiatives to support Arkansas’s agricultural sector.
Respond to public inquiries, concerns, and requests for information.
Ensure programs adhere to state and federal agricultural laws, environmental standards, and best practices.
Stay informed of policy changes, legislative updates, and industry advancements.
Provide recommendations on agricultural and natural resource policy improvements and resource allocations.
Conduct inspections and audits as needed to assess compliance and effectiveness.
Oversee financial planning, grant funding, and resource allocation for program sustainability.
Identify funding opportunities and coordinate grant applications to support program initiatives.
Ensure efficient use of materials, personnel, and equipment.Knowledge and Skills
Strong understanding of agronomy, livestock management, food production, and land conservation.
Familiarity with state and federal agricultural and environmental regulations.
Knowledge of data analysis, program evaluation, and reporting procedures.
Ability to supervise, mentor, and motivate staff.
Strong verbal and written communication skills for presenting information, leading meetings, and preparing reports.
Proficiency in planning, organizing, and overseeing agricultural programs and initiatives.Minimum Qualifications
Minimum of three years’ experience in agricultural program management, farm management, natural resource program management, or program coordination.Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.Licensure/Certifications
