Land Use/Environmental Planner II – Watershed The County of San Diego is seeking qualified individuals to support ongoing advancements within the Watershed Protection Program (WPP) in the Department of Public Works (DPW). Position Summary The Land Use/Environmental Planner II (LUEP II) is a mid‑entry, journey level professional classification that independently manages environmental planning, watershed protection, scientific/technical analysis, and related assignments of moderate complexity and public sensitivity. Positions within the Watershed Protection Program may support a variety of duties depending on team needs and program priorities. Job Responsibilities Environmental Compliance & Field Activities Conducting field assessments and investigations of public and private facilities to determine compliance with stormwater and environmental regulations. Responding to complaints and inquiries related to water quality, stormwater pollution, or watershed conditions. Performing environmental monitoring, sampling, inspections, and other field‑based verification work. Planning, Analysis, & Technical Work Managing and analyzing environmental, watershed, or scientific datasets and supporting quality assurance processes. Preparing technical and regulatory documents, environmental studies, watershed plans, reports, and analyses to support compliance, planning, and policy objectives. Supporting long‑range watershed planning, modeling, research, and development of strategies and recommendations. Program, Project & Regulatory Support Serving on projects, programs, grants, and contract activities related to watershed management and stormwater permit compliance. Supporting process improvement initiatives, data management systems, training efforts, and workflow enhancements. Coordinating with internal teams, external agencies, local jurisdictions, community partners, and stakeholders. Community & Stakeholder Engagement Providing outreach, education, and public communication on stormwater pollution prevention, watershed health, and program objectives. Supporting community‑focused initiatives, incentive programs, and collaborative planning efforts. Ideal Candidate Profile Communicates clearly and professionally in both verbal and written formats. Brings technical expertise in watershed planning, environmental analysis, or conservation along with experience relevant to environmental compliance, watershed protection, or scientific monitoring. Minimum Qualifications A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in Biology, Geology, Physics, Chemistry, Environmental Science, or a related science field AND at least two (2) years of professional level experience in the field of watershed planning and/or wetland conservation and restoration. Experience must be at the level equivalent to a Land Use/Environmental Planner I within the County of San Diego; OR, A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in Biology, Geology, Physics, Chemistry, Environmental Science, or a related science field, AND one year of professional level experience as described above; OR, One (1) year of experience as a Land Use/Environmental Planner I with the County of San Diego. Note: Professional level land use/environmental planning experience in a public or private agency may substitute for education on a year‑for‑year basis, for up to two (2) years of the education requirement. Degree must be from a U.S. accredited college or university, or certified equivalency for foreign studies must be provided. Hiring Process and Timeline Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening. Pre‑employment Medical Screening: Approximately 3 days following successful background investigation results. Anticipated Start Date: Start date will be based upon successful completion of medical screening or another mutually agreed upon date. Conditions of Employment As part of the County of San Diego’s pre‑employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre‑employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job‑related activities of the position. Current County employees may be excluded from this process.
