This position also manages the program committees, and operations and logistics for their assigned communities in accordance with IEEE policy and industry best practices. The incumbent in the role demonstrates professional expertise serving as a global leader and ambassador for IEEE Computer Society's mission. This position delivers innovative technical community activities, enables a collaborative environment, and acts in many cases as the bridge between internal CS and IEEE staff and CS volunteers. The Technical Community Program Manager will ensure that all activities in their assigned communities deliver on strategic objectives and are engaging and meet the business objectives of the CS. Primary responsibilities include: Seamless program and activity management, including creating and adhering to timelines, effectively communicating duties and milestones to stakeholders Facilitating and nurturing relationships within their assigned communities and projects across volunteers, global supplier partners, and internal colleagues Understanding volunteer needs and objectives Sound fiscal management of Society and program resources Strategic planning input with concrete suggestions designed to achieve strategic goals of both Computer Society and volunteer leadership Delivery of outstanding customer service Partnering well with colleagues across IEEE, TA, and CS and sharing information and collaborating and surfacing issues to management in a timely fashion This role serves as a senior subject matter expert on all aspects of IEEE policy and procedures as they apply to Technical Community Program Management. This person advises on cost containment, best practices regarding all aspects of technical activities and programs. This position functions as part of the Computer Society Technical Activities Team and reports to the Associate Director, TC Programs and Activities and will operate in a matrix management organization supporting Computer Society initiatives across the department. This position does not directly manage staff but will function as a seasoned individual contributor having significant experience and influence over others, leading staff to contribute toward the growth and success of Computer Society technical community initiatives. S/He will be using the experience and knowledge to act independently on many projects and mentor and oftentimes supervise junior staff. The incumbent will also recommend and develop solutions with influence on procedures. Key Responsibilities Technical Community Program and Volunteer Management (60%) Develops and executes program strategy objectives in partnership with the volunteer organizing team and is accountable for creating partnership-level, high-touch relationships with current and future volunteers Creates partnership-level, high touch relationships with current and future organizers as well assigned technical community portfolio leadership (AdComs, ExComs, etc.) Creates and maintains portfolio activity timeline specifying key input, roles/responsibilities, review and approval dates necessary to successfully execute initiatives and activities Assists with budget creation, management, and reconciliation of all revenues/expenses Facilitates and drives meetings with volunteers and internal team members. Understands and delivers strategic and tactical initiatives and advice to improve quality of services for optimal experience at technical community programs Actively participates and/or leads various business meetings i.e. administrative, executive, technical and steering committee(s); and translation of those discussions to feed Computer Society strategies across the teams Support volunteer communities by developing strategies for encouraging their creation, growth, development, and evolution. Encourage cross-integration and collaboration among volunteer communities. Ensure that communities establish successful relationships with their portfolios and are self-sustaining, self-supporting, generate value, and have appropriate governance documentation. Technical Activities Program Management (40%) Leads overall strategies and priorities for assigned volunteers, programs and portfolio(s) and be the advisor for their needs (present and future) Conducts sourcing and contracting for all required venue, partnerships and suppliers, leveraging opportunities for volume discounts and/or established IEEE partnership programs across IEEE programs Monitors and manages adherence to contractual agreements Develops a comprehensive understanding of both the strategic initiatives and political communities that drive decisions, direction and success Understands and communicates IEEE Computer Society strategic and tactical initiatives to internal teams and volunteers to improve quality of services for optimal experience Analyzes key trends and needs to determine service priority Act as volunteer’s central repository maintaining historical and detailed intelligence on their activities in areas related to location/venues, spend, sponsorships, supplier partners, publications, etc. Actively participates in various business meetings i.e. executive committee, steering committees Delivers training and documents processes Special projects/initiatives as assigned (10%) Provide departmental management support when the manager is out of the office, and provide support for various special projects/initiatives, as needed. Assist in training and mentoring new and/or junior staff on CS policies and procedures Travel Information 20-30% Domestic and International. Must be able to travel and hold a valid passport to support TC activities. Qualifications Bachelor's degree or equivalent experience required 7-10 years domestic and international professional program planning experience in the realm of events, governance meetings and other technical activities and programs required 4-7 years experience preferred within contract negotiation and document review in a procurement capacity (category of spend including, but not limited to, international and domestic vendors, transportation, meeting management agencies, AV and other support services) required 4-7 years Program/Project Management Experience required Certified Meeting Planner certification. If no CMP, he/her must be willing and able to obtain CMP designation within three (3) years from date of hire required Must be able to travel internationally and domestically about 20-25% of time. Industry professional with excellent knowledge and thorough comprehension of location analysis, logistics, and management of programs from conception to completion. Negotiation and contracting skills-ability to understand and interpret financial data. Excellent project and time management skills with the ability to prioritize and oversee multiple programs concurrently - skilled multitasking. Excellent listening, organizational, planning and time management skills. Flexibility and the ability to adapt to change in a dynamic environment. Must be committed to working both independently and as a team player. Association program planning experience preferred, but not required. Must be technology savvy, and display a willingness to seek out technology solutions to business challenges. Proven ability to adapt quickly to new software applications and use technology-based tools to accomplish work. Familiarity with database applications. Proficiency in MS Office applications (WORD, Excel), and electronic mail applications. Ability to research issues and determine the appropriate course of action with limited supervision. Ability to prioritize the importance of both staff and volunteer requests. Ability to identify problems and/or opportunities, assess associated risks and recommend effective solutions or actions, often in real time. Ability to make decisions without relying on established precedent. Ability to judge workload (for self and staff) and balance priorities to consistently meet deadlines on assigned tasks/projects in an efficient manner.
