Regulatory Accountant - Rate Regulation/Financial Review

Job Summary Public Utility Commission of Texas (PUCT) seeks a Financial Examiner in the Rate Regulation Division – Financial Review. The role involves performing routine to highly complex accounting work, including the review of rate change and other applications filed with the Commission. Work involves analyzing utility reports, accounting records, contracts, and other pertinent information for regulated and unregulated utilities to ensure compliance with accounting standards, state laws, and Commission regulations, and the reasonableness of costs. The applicant will prepare written recommendations with attention to mathematical accuracy and clarity. Key Responsibilities Review and analyze utility financial reports, accounting records, and contracts to assess compliance and reasonableness. Evaluate rate change and other applications filed with the Commission, ensuring adherence to accounting standards and state regulations. Prepare written recommendations with mathematical, statistical, and financial accuracy. Prepare and present findings to Commission staff and stakeholders. Assist in rulemaking, project work, and other rate‑related initiatives. Qualifications Financial Examiner II: Undergraduate degree in accounting, finance, or business administration from an accredited four‑year institution. Financial Examiner III: Undergraduate degree plus at least one year of experience in utility accounting, regulatory accounting, finance, or public accounting. Financial Examiner IV: Undergraduate degree plus at least two years of relevant experience. Financial Examiner V: Undergraduate degree, at least four years of relevant experience, and an active CPA license or CFA designation. Preferred: CPA, CMA, or CFA; experience with utility or regulatory accounting, rate regulation or cost‑of‑service analysis; background in preparing regulatory filings or expert testimony. Salary and Benefits Salary commensurate with qualifications. Salary ranges by grade: Financial Examiner II (B19): $70,008 – $75,000 ($5,834 – $6,250 per month) Financial Examiner III (B21): $74,004 – $83,004 ($6,167 – $7,254 per month) Financial Examiner IV (B23): $80,004 – $90,000 ($7,001 – $7,500 per month) Financial Examiner V (B25): $90,252 – $114,000 ($7,521 – $9,500 per month) Benefits include a competitive package featuring health, retirement, and paid time off. Work Schedule Standard Monday‑through‑Friday, 8:00 a.m. – 5:00 p.m. Alternative schedules may be approved by management under the PUCT Alternative Work Schedule Policy.
