Job Summary The Texas General Land Office is seeking an Accountant VI within the Financial Management Department. The role involves advanced and/or supervisory accounting work, preparing and overseeing financial analyses and reports, establishing, maintaining, and overseeing accounting systems, procedures, controls, and agency budgets. Minimal supervision is required, with significant latitude for initiative and independent judgment. Responsibilities Prepare and review financial statements, general ledger entries, and program expenditure reports for accuracy and compliance with federal and state requirements. Coordinate the development, planning, and timely submission of the agency’s Annual Financial Report in accordance with GASB and Office of the Comptroller of Public Accounts requirements. Oversee analysis of financial data and third‑party financial reviews, including modeling and response monitoring to support transparency and informed decision‑making. Coordinate with divisions to support budget development, expenditure forecasting, and reconciliation processes. Support development of team goals, standards, and priorities to align operations with agency objectives. Administer financial systems and provide expert interpretation on complex financial and regulatory compliance issues. Monitor financial activities and budget execution to ensure compliance with laws, internal procedures, and spending limits. Develop and implement accounting policies and procedures that meet statutory and professional standards. Lead or support oversight activities to ensure compliance with accounting standards, financial policies, and conduct expectations. Represent the Financial Reporting and Accounting division in meetings and external collaborations. Identify areas for operational improvement and recommend changes to increase efficiency. Collaborate with IT staff on the design and enhancement of financial systems and tools. Supervise or provide guidance to financial staff involved in operations supporting integrated purchasing, disbursement, and reporting functions. Minimum Qualifications Graduation from an accredited four‑year college or university with a degree in accounting, finance, or related fields. Five (5) years of full‑time advanced accounting, financial analysis, or related experience requiring compilation, reconciliation, and/or analysis of detailed financial information. Education may be substituted on a year‑for‑year basis with equivalent experience. Applicants must clearly demonstrate on the application relevant experience and education that would qualify him or her for the job. May be required to periodically work hours greater than 40 per week and on weekends. A writing sample will be required as part of the pre‑employment assessment. Preferred Qualifications Four (4) years experience preparing related schedules, reports, working papers, and trial balances for a state agency or university. Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM). Experience with the Comptroller of Public Accounts Uniform Statewide Accounting System (USAS), Centralized Accounting and Payroll/Personnel System (CAPPS), or State Property Accounting (SPA) systems. Experience implementing or researching GASB standards in state financial reporting. Accounting experience with proprietary funds, cash flow, governmental funds, capital assets, and/or bonds. Knowledge, Skills, and Abilities Knowledge of GAAP, GASB requirements, and related policies, laws, and regulations. Proficiency with USAS or CAPPS and knowledge of Texas financial reporting requirements. Proficiency with spreadsheet, database, and word processing software (Microsoft Excel, Access, Word). Ability to coordinate complex accounting operations, interpret laws and regulations, and apply general accounting theory. Strong analytical ability, problem‑solving, and the ability to formulate appropriate resolutions. Strong organizational skills with an aptitude for detail. Ability to plan, organize, and maintain procedures, coordinate accounting operations and documentation, and perform complex accounting transactions. Effective oral and written communication skills. Capability to supervise the work of others (where applicable). Physical Requirements Primarily sedentary office work. Requires routine mobility for filing and routine office duties, ability to move and transport records, documents, boxes weighing up to 20 pounds, extensive use of computer, telephone, and client/customer contact.
