Planning and Operations Manager

About the Position The Prince George's County Department of Public Works & Transportation (DPW&T) is currently seeking highly qualified applicants to fill a Planning and Operations Manager (Planner 5G) grade G29 position in the Office of Highway Maintenance. This senior management-level professional and administrative work directs planning, program development, and cross-divisional coordination within the Office of Highway Maintenance, encompassing oversight of several major operating programs, including snow and ice removal operations, contract development and financial administration, and operational technology systems. The position serves as the principal management-level administrative resource to the Associate Director, providing strategic guidance and coordination across the full scope of OHM operations, including executive reporting, regulatory compliance, and performance analytics. This is an essential position. About the Agency The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County‑maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area – all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities such as removing snow and ice from County‑maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets, maintaining stormwater management facilities, and performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects. Examples of Work Develop programs, proposals, policies, and procedures to achieve Department goals, and provide administrative guidance to staff and supervisory personnel. Represent the Associate Director at meetings and operational events, and prepare executive reports, presentations, and decision memoranda. Develop annual and seasonal operating plans, and coordinate staffing, equipment, and resource deployment across OHM programs. Plan, delegate, monitor, and evaluate the activities and staff of the Administrative Division, including regular staff meetings on assignments, priorities, and policies. Prepare and administer the Annual Snow Operations Plan and establish personnel and equipment schedules and databases for snow/ice removal assignments. Develop, process, and administer snow/ice removal contracts, including contractor activation, deployment, and resolution of contractual issues. Conduct equipment and material inventories and prepare purchase requisitions for snow removal supplies, equipment, parts, and provisions. Lead operational briefings and planning sessions with District Managers, Supervisors, Clerks, Equipment Operators, and contractors, and distribute route assignments. Monitor storm forecasts and make operational recommendations to the Associate Director before and during storm events. Represent the Department at Council of Governments (COG) snow coordination meetings and serve as liaison between OHM and other Department/Agency managers. Lead the development, drafting, and administration of operational contracts, managing the full lifecycle from scope development through closeout. Manage contract finances, including invoice review, expenditure tracking, cost projections, and reporting of potential overruns to the Associate Director. Develop key performance indicators, maintain executive dashboards, and conduct workload and productivity analyses to support leadership decision‑making. Qualifications Minimum Qualifications Master's Degree in Business or Public Administration, Urban and Regional Planning, Environmental Studies, Economics, Energy Policy, Urban Studies, Housing and Community Development, Public Health or closely related field. Four (4) years of responsible professional planning/program development experience in the area of assignment. Two (2) years of supervisory experience. Possession of a valid driver's license. An equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities may be considered. Please note there is no equivalency for the required supervisory experience. Preferred Qualifications Demonstrated experience managing the full lifecycle of operational contracts, including scope development, procurement coordination, performance monitoring, and budget/expenditure tracking. Experience leading operations or comparable emergency/seasonal response programs, including staffing plans, route assignments, and contractor coordination. Experience developing executive-level reports, performance metrics, or dashboards to support data‑driven decision‑making and operational planning. Essential employees are expected to report during standard or non‑standard hours as operations necessitate, or during emergencies. A spouse (including a same‑sex spouse) can be added to the health benefit plans. A marriage certificate and social security number are required to add a spouse. Children under the age of 26 are eligible for coverage under the health benefit plans, including stepchildren and children of the same‑sex spouse. Birth certificates and social security numbers are required. If adding stepchildren or children of a same‑sex spouse, a marriage certificate and birth certificates are needed. The premiums for health benefits are deducted on a pre‑tax basis, except for Long‑Term Disability, Extra Life Insurance, and voluntary benefits. New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date. The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty‑five (45) days from the date of hire. After enrolling, employees may make changes only during the open enrollment period each October and when there is a family status change (marriage, births, divorce, or adoption).
