Compensation: $120,000-$145,000 DOE + Generous Benefits package

The Opportunity

BBSI has partnered with a well-established and growing California human services organization providing community-based support to adults with intellectual and developmental disabilities. The organization operates across multiple regions and is continuing to expand its programs and geographic footprint.

We are seeking an experienced Director of Operations & Administration to serve as a senior operational leader reporting to the CEO. This highly visible position will oversee day-to-day service delivery, regional leadership, administrative operations, billing and authorizations, compliance, systems, performance reporting, and operational expansion.

The ideal candidate is a strategic yet hands-on leader who understands Regional Center-funded or comparable publicly funded human services , can lead other leaders, and knows how to turn organizational goals into consistent, compliant, and measurable results.

Key Responsibilities

• Lead, coach, and hold Regional Services Directors accountable for operational and program performance.
• Oversee multi-region service delivery, ensuring consistency in staffing, scheduling, coverage, documentation, and quality.
• Monitor service hours against program and fiscal-year targets, identify performance gaps, and implement corrective action.
• Develop and maintain executive-level operational dashboards and monthly reporting covering service delivery, staffing, billing, compliance, incidents, and quality metrics.
• Oversee Regional Center billing, invoicing, authorizations, and purchase-of-service renewals , ensuring accuracy and preventing service or revenue gaps.
• Maintain timekeeping integrity and Electronic Visit Verification (EVV) compliance, including exception review and resolution.
• Oversee operational systems, technology, facilities, administrative staff, and vendor relationships.
• Maintain continuous audit readiness in accordance with Title 17, Regional Center, and applicable DDS requirements .
• Lead operational responses to audits, quality assurance reviews, Special Incident Report practices, and corrective action plans.
• Partner with HR on training compliance, credentialing, onboarding/offboarding processes, and workplace safety matters.
• Project-manage approved vendorization applications, new program launches, and geographic expansion .
• Develop and document scalable operating procedures and processes across programs and regions.
• Serve as a trusted operational partner to the CEO, identifying risks, recommending solutions, and driving execution.

Qualifications

Required

• Bachelor's degree in Business, Public/Nonprofit Administration, Human Services, or related field; equivalent directly relevant senior-level experience may be considered.
• 7+ years of progressive operations leadership experience , including at least 3 years supervising managers and/or directors.
• Direct experience within a California Regional Center-funded, DDS-regulated, or comparable publicly funded human services environment .
• Strong knowledge of billing, authorizations, service-hour management, and operational compliance within a funded-services model.
• Experience leading or supporting external audits, licensing reviews, or quality assurance reviews.
• Demonstrated ability to analyze operational data and produce clear executive-level reporting.
• Strong leadership, communication, problem-solving, and organizational skills.
• Valid California driver's license, reliable transportation, and ability to travel between regional operations.
• Ability to obtain CPR/First Aid certification and successfully complete required DOJ/FBI background clearance.

Highly Preferred

• Master's degree in a related field.
• Knowledge of Title 17, the Lanterman Act, Regional Center operations, and vendorization .
• Experience with multiple service lines such as Supported Living Services (SLS), Independent Living Services (ILS), Coordinated Family Support (CFS), Respite, and Day Services .
• Multi-site or multi-region operational leadership experience.
• Experience with SetWORKS or a comparable EVV, billing, and timekeeping platform .
• Experience launching new programs, vendorization, or geographic expansion.
