JOB DESCRIPTION SENIOR PROGRAM DIRECTOR Starting Salary Range: $98,000 to $110,000 annually WHO WE ARE HomeRise believes that home has the power to stabilize a person’s life. POSITION OVERVIEW The Senior Program Director (SPD) is a key member of the Resident Services Department’s Leadership Team and is part of the overall delivery of all services and coordination with the following HomeRise departments, as well as local and regional community partners. This SPD will play a leadership role in the creation, development, and implementation of programming at our Permanent Supportive Housing Sites throughout SanFrancisco. The SPD portfolio includes eight (8) permanent supportive housing sites in the City/County of SanFrancisco. As the overall site lead for their assigned portfolio, the SPD supervises on‑site service teams, manages relationships with third parties and the neighborhood, and directs the portfolio's core administrative functions, including budgeting, contract management, reporting, compliance, and crisis management. Reporting to the Director of Resident Services (DRS), the ideal candidate has a proven track record of managing organizational change, in-depth knowledge of evidence‑based practices to serve individuals and families in Housing First and Harm Reduction models and demonstrated success in increasing stability through trauma‑informed, engaging, skills‑based programming. Using evidence‑based practices, HomeRise welcomes all people into their new transitional and permanent homes, while encouraging greater self‑sufficiency across three drivers: Housing, Income, and Resourcefulness. Home Rise’s Case Management model uses data to understand participants’ experience and includes intensive retention services; strength‑based case management support and service planning; mental health, substance use, and crisis intervention services; information and referral; and resident empowerment/community development for participants. ESSENTIAL FUNCTIONS Site‑Based Leadership Direct and guide the overall delivery of services for participants at programmatic housing sites, including case management, community‑building, and on‑site behavioral health services. Support overall departmental strategic planning, program development, professional development, goal setting, and performance management of services team, demonstrating leadership that engenders trust, respect, and staff accountability for high levels of performance and achievement of measurable outcomes. Implement and maintain consistent and clear departmental operation policies and procedures, operational manual, and other departmental documentation tools. Responsible for adherence to all budgets and grant outcomes in accordance with HomeRise’s mission, culture and strategic plan, including coordination with finance and grants management staff to ensure compliance, quality, and timely reporting. In collaboration with the DRS and other agency leadership, responsible for the development, implementation, and oversight of program evaluation, performance management, and outcomes tracking for participant services. Provide continual quality assurance around data collection, reporting, and documentation. On call duties as assigned. Department and Agency Leadership and Collaboration Collaborate with the Director of Housing Operations (DHO) or other housing operations staff to ensure achievement of agency goals and objectives related to building operations and cross‑departmental coordination. Support overall departmental strategic planning, program development, professional development, goal setting, and performance management of the services team, demonstrating leadership that engenders trust, respect, and staff accountability for high levels of performance and achievement of measurable outcomes. In collaboration with the DRS and other agency leadership, responsible for the development, implementation, and oversight of program evaluation, performance management, and outcomes tracking for participant services. Organizational strategic coordination: represent DRS and RSD as assigned and needed with internal and external partners Maintain positive, cooperative relationships with funders, including government sources, private foundations, and corporate partners; ensure completion of all reporting requirements. Represent HomeRise at local community events, alliance meetings with partners, and at conferences and forums. Coverage for other Program Director absences and vacancies as needed. Other duties as assigned. QUALIFICATIONS 8 years of relevant and comparable work experience required, and/or Bachelor’s degree in a behavioral science (social work, psychology, clinical psychology) plus 5 years of relevant and comparable experience in social and community service settings. MA/MS degree in Social Work or related field is highly preferred; LCSW or MFT strongly preferred. Demonstrated experience supervising middle management and supervisory staff: At least 5 years proven leadership and hands‑on experience training and managing staff and complex programmatic functions, including strong assessment and crisis management skills. Knowledge and ability to develop and monitor budgets with multiple programs and sources, manage government contracts and foundation grants, and interact effectively with outside agencies, government officials and contract monitoring staff. Results‑oriented, highly organized, very detail‑oriented, proactive, resourceful, and able to manage multiple high‑level projects with strict timetables and have solid administrative follow‑through and accountability while working in a fast‑paced environment. Excellent interpersonal and business communication skills, both written and verbal Strict adherence to confidentiality and familiarity with HIPAA compliance. Excellent computer skills including word processing, spreadsheets, databases and a working knowledge of information technology applications in the social service sector. Demonstrated commitment to working with people who have experienced homelessness and support for Home Rise’s mission and culture required. Ability to work within and promote a very diverse workplace and environment. Commitment to social justice advocacy and advancing equity.
