Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Rio Grande Valley Sector, Mission Readiness Operations, Finance Unit, located in Edinburg, TX. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Learn more about this agency Duties Help In this position, you will serve as a Management and Program Analyst advising sector leadership and using qualitative and quantitative analysis to evaluate and improve mission-critical programs, processes, and resource management. Your work directly advances the sector and DHS mission by ensuring adherence to directives and policies, increasing the efficiency and effectiveness of operations, and providing the analytical basis for sector-wide decisions on policies, budgets, and personnel allocation. This position starts at a salary of $74,678.00 (GS-11, Step 1) to $116,362.00 (GS-12, Step 10). As a Management and Program Analyst , you will be responsible for providing analytical and program management support to enhance operational effectiveness and resource utilization across the sector. Typical duties will include:
- Analyzing and evaluating program data, business processes, and internal controls to identify impediments, redundancies, risks, and program deficiencies, and recommending optimized processes and corrective actions.
- Tracking and analyzing workforce and budget usage, developing cost projections, preparing management reports for short- and long-range planning, and ensuring compliance with directives, policies, and standard operating procedures.
- Implementing, coordinating, and overseeing a variety of program activities, monitoring workforce and budget accountability, and helping develop objectives, goals, and priorities for personnel.
- Developing briefings, presentations, and conferences for supervisors and executive leadership, provide detailed data reports to support decision making, and review submissions for substance, compliance with instructions, and required modifications.
- Organizing recurring and ad hoc meetings with stakeholders to discuss and resolve program issues, including operational efficiency, effectiveness, customer satisfaction, and adoption of new or revised processes.

- Using basic quantitative and qualitative methods to compile and analyze program data and identify ways to improve effectiveness and efficiency.
- Assisting with tracking and analyzing budget and workforce information, including expenditures, staffing levels, and summary reports for planning purposes.
- Reviewing and applying relevant laws, regulations, and policies to program or administrative activities under guidance from more experienced staff.
- Participating on project teams by researching information, analyzing data, and helping draft reports or presentations on organizational processes.
- Preparing and presenting clear written and oral summaries of findings and recommendations related to administrative systems, processes, or procedures.
- Applying quantitative and qualitative analytical methods (for example, trend analysis, forecasting, and process mapping) to evaluate program performance and recommend improvements to increase operational effectiveness and efficiency.
- Developing, analyzing, and monitoring budget and workforce management data (such as cost projections, staffing levels, and resource utilization reports) to support management decisions on resource allocation and program priorities.
- Interpreting and applying applicable laws, regulations, and policies related to program operations, budget management, and workforce planning, and advising management on their impact on organizational activities and compliance.
- Leading or coordinating cross-functional teams or task forces to plan and conduct management studies, establish project objectives and milestones, and deliver written and oral reports with findings and recommendations to senior leadership.
- Preparing and presenting detailed briefings, reports, and recommendations to managers and executives on complex management issues, program performance, and proposed changes to processes, procedures, or organizational structures.
- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/26/2026.

- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
- Participation in a study abroad program sponsored by a U.S. affiliated college or university
- Working as a contractor, intern, consultant or volunteer supporting the U.S. government
