Leidos Security Operations is seeking an accomplished and experienced security leader to serve as Business Area Security Manager, Industrial Security, supporting the Kinetic Effects Business Area and its Department of Defense (DoD) and Intelligence Community (IC) customers.This position provides leadership, direction, and oversight for a geographically dispersed team of security professionals and a portfolio of complex classified programs and facilities. The successful candidate will oversee security operations supporting classified manufacturing, collateral, Special Access Program (SAP), and Sensitive Compartmented Information (SCI) environments across multiple locations.The Business Area Security Manager will partner closely with business, program, operations, manufacturing, and government stakeholders to ensure security requirements are effectively integrated into program execution while maintaining compliance with applicable federal regulations, contractual requirements, and Leidos policies.This role requires a collaborative, decisive leader who can apply sound risk management principles, develop security professionals, navigate complex security requirements, and enable successful execution of high-value classified programs.Primary Responsibilities•Lead and manage a geographically dispersed team of industrial security professionals supporting multiple cleared facilities and classified programs.•Provide security oversight for multiple contracts and ensure effective implementation of industrial security requirements in accordance with company, contractual, and government requirements.•Develop, mentor, and provide performance leadership to CPSOs, CSSOs, FSOs, and other security professionals, including establishing goals, providing performance feedback, and supporting workforce development.•Serve as a trusted security advisor to program, site, business area, and executive leadership.•Interface with Leidos personnel, government customers, and security officials to ensure compliance with 32 CFR Part 117 (NISPOM), contract security requirements, classification guidance, Intelligence Community Directives (ICDs), Security Executive Agent Directives (SEADs), and customer-specific policies.•Exercise sound judgment and risk-based decision-making on complex security matters affecting high-value classified contracts, facilities, personnel, and information.•Identify security risks and develop practical mitigation strategies that protect classified information and assets while enabling business and mission objectives.•Provide clear guidance to employees and leadership and recommend changes to security policies, procedures, and operations when appropriate.•Oversee personnel security activities, clearance processing, program reviews, document control, security audits, and maintenance of personnel and program security records.•Provide direction and oversight for security violations and infractions, investigations, reporting, classified material accountability, visit certifications, receipt and dispatch activities, destruction records, and related security processes.•Provide technical leadership across multiple security disciplines, including personnel security, physical and industrial security, investigations, and security operations.•Develop, review, and disseminate security requirements, procedures, guidance, and Standard Operating Procedures (SOPs).•Establish standards and provide oversight for security briefings, indoctrinations, debriefings, refresher training, and pre- and post-foreign travel briefings.•Guide security personnel in developing and delivering mission-specific security awareness and Counterintelligence (CI) training.•Collaborate with DoD, IC, DCSA, and other government security organizations to maintain awareness of evolving security requirements, expectations, and best practices.•Ensure security personnel effectively maintain personnel and program records and appropriately interpret requirements governing the processing, dissemination, safeguarding, and control of classified information and material.•Coordinate security initiatives and requirements across internal security organizations, business areas, programs, and external government security offices.•Monitor security operations across the supported organization and provide timely status reporting, risk assessments, and recommendations to security and business leadership.•Partner with program leadership, Operations, Manufacturing Engineering, Supply Chain, Quality Assurance, Facilities, and other functional organizations to integrate security into business and manufacturing operations.•Support proposal development activities, including authoring and reviewing Security Volumes for Requests for Proposals (RFPs).•Work extended hours when necessary to support critical program or security requirements.Classified Manufacturing ResponsibilitiesThis position will provide security leadership for classified manufacturing environments and will:•Establish and oversee security procedures supporting classified manufacturing, production control, secure work areas, classified inventory management, and movement of classified material.•Support the design and accreditation of secure manufacturing facilities, including classified production floor layouts and implementation of appropriate physical and technical security measures.•Provide security oversight throughout the classified hardware lifecycle, including receipt, production, integration, testing, storage, movement, shipment, and destruction of classified components and end items.•Apply DCSA requirements, expectations, and industry best practices to classified manufacturing operations.•Partner with Operations, Manufacturing Engineering, Supply Chain, Quality Assurance, Facilities, and Program Management to establish efficient and compliant classified manufacturing processes.•Provide security leadership for SCIF and SAPF design, construction, accreditation, and operation in accordance with applicable requirements, including ICD 705.Basic Qualifications•Bachelor’s degree with 8+ years of relevant experience, or a Master’s degree with 6+ years of relevant experience. Additional years experience may be used is lieu of a degree.•6–8+ years of demonstrated experience leading and managing security professionals such as CPSOs, CSSOs, and FSOs, including responsibility for performance management, goal setting, coaching, and administrative leadership.•Demonstrated experience managing security operations across multiple programs, facilities, and geographic locations.•Experience partnering with site leadership, program leadership, business leadership, and executive-level stakeholders.•Demonstrated experience leading security operations supporting classified manufacturing facilities producing DoD and/or Intelligence Community products or systems.•Strong working knowledge of 32 CFR Part 117 (NISPOM), applicable ICDs, SEADs, and customer-specific security policies and directives.•Strong understanding of ICD 705 physical and technical security requirements, including experience supporting SCIF and/or SAPF buildouts from planning through accreditation.•Experience developing and implementing security procedures for classified manufacturing, production control, secure work areas, inventory management, and classified material movement.•Experience supporting classified hardware throughout its lifecycle, including receiving, production, testing, storage, shipment, and destruction.•Experience working collaboratively with Operations, Manufacturing Engineering, Supply Chain, Quality Assurance, Facilities, and Program Management.•Knowledge of Defense Counterintelligence and Security Agency (DCSA) expectations and best practices applicable to classified programs and manufacturing environments.•Demonstrated ability to assess complex security challenges and develop risk-based solutions.•Ability to interpret government clearance determinations and apply company and government security policies to program operations.•Experience with government and corporate security databases, including SIMS and customer-specific systems.•Experience reviewing and supporting SCI nomination packages, SF-86 documentation, foreign contact reporting, and other supplemental personnel security documentation.•Experience establishing standards for initial security briefings, indoctrinations, debriefings, foreign travel briefings, and refresher training.•Experience briefing large audiences and senior leadership on program security status, risks, requirements, and corrective actions.•Strong written and verbal communication skills, including the ability to translate complex security requirements into clear, actionable guidance.•Demonstrated proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Teams.•Self-starter with demonstrated ability to independently prioritize and manage multiple complex requirements.•Ability to travel to supported locations, including Huntsville, Alabama; Northern Virginia; Colorado; and Maryland.•Ability to travel up to 25% of the time.•Active Top Secret security clearance with SCI eligibility.Preferred Qualifications•Experience leading security organizations supporting classified manufacturing, DoD, and Intelligence Community customers.•Experience managing large, complex security programs and geographically dispersed teams.•Demonstrated experience with SCIF/SAPF design, construction, accreditation, and operation in accordance with ICD 705 and applicable customer requirements.•Established experience partnering with DCSA, DoD, Intelligence Community, and other government security organizations.•Current or relevant professional security certifications and training, such as ISP, PSP, CPP, PMP, FSO, CPSO, or CSSO certifications/training.•Experience mentoring security professionals in the development and implementation of Standard Operating Procedures, Emergency Action Plans, and program-specific security plans.•Knowledge of physical security technologies, including Access Control Systems and Intrusion Detection Systems.•Demonstrated ability to solve complex problems, identify opportunities for improvement, and implement practical solutions.•Active participation in professional security organizations or working groups, such as NCMS, ISWG, or similar organizations.Leadership ExpectationsThe successful candidate will be a security leader who balances mission enablement, compliance, risk management, and operational execution.
