Management Analyst - Council Support Assignment

Area of Assignment - Council Support The primary focus of this position will be to provide professional-level analytical, project management, and strategic support to the Mayor and Town Council while serving as a liaison between elected officials, the Town Manager's Office, Town departments, community stakeholders, and residents. This position is responsible for coordinating Council initiatives, strategic projects, and special assignments; researching and responding to constituent inquiries and Council requests; preparing reports, presentations, and other materials for Council meetings and official functions; and tracking assignments and follow-up activities to ensure timely completion of Council priorities. This position will oversee the coordination and logistics of Council meetings, workshops, retreats, conferences, and official events; coordinate onboarding and orientation activities for elected officials; assist in the development and implementation of administrative procedures and strategic initiatives; and monitor compliance with applicable statutory requirements, ethics standards, Open Meeting Law, and Town policies. The position also requires proactive collaboration with internal departments and external stakeholders, independent analysis of complex issues, the ability to exercise sound judgment and political acumen, and the handling of confidential and politically sensitive matters with a high degree of discretion. The starting salary for the Management Analyst is anticipated to be between $82,353 and $100,883 depending upon qualifications, experience, education, licenses, training, and internal equity considerations.

Second round of interviews for finalists are anticipated to take place on September 16th. Expected start date is October 2026 for the successful candidate. ESSENTIAL DUTIES

The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs. Monitors and keeps abreast of applicable Federal, state and local laws, codes, rules, regulations, standards, policies and procedures related to assigned programmatic area(s); identifies proposed changes and determines impact; communicates proposed and/or approved changes; monitors and assists in ensuring Town compliance. Develops staff reports, presentations, resolutions and briefings to Council and other Boards/Commissions; coordinates calendars, meetings, workshops, retreats and/or events; develops agendas; and provides information to appropriate internal staff for public posting. Assists with the preparation of budget reports; advises departments and divisions on budget problems, policies, and procedures and assists them in the maintenance of property and budgetary controls. Studies complex operational and/or programmatic problems and makes recommendations on improvements; evaluates recommended changes in organization, policy and procedures and reports on the merits of the recommendations. Researches, analyzes and responds to inquiries and concerns; serves as liaison between residents and assigned department. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Performs extensive research for special project or assigned programmatic area(s); collects information on operational and administrative problems and performs comprehensive analysis; synthesizes information and makes recommendations on policy issues; prepares comprehensive administrative, operational, and statistical reports or manuals for use by internal and/or external organizations. Prepares quarterly and annual reports applicable to assigned area of responsibility and submits to appropriate internal departments or external agencies; may serve as a liaison between applicable external agencies and the Town. Prepares reports of program/division/department activities and trends. Attends various meetings to function as a representative for a division/department/Town; coordinates division/department retreats and on-site trainings; facilitates and speaks at conferences and workshops; prepares and gives presentations. Reviews, responds to and resolves a variety of requests or complaints from employees and/or the general public requiring interpretation of regulations, policies and procedures; research background and confer with management and legal counsel to determine the Town’s position on the issue; communicates with parties involved; coordinates/implements solutions to resolve problems. Assists in the preparation and administration of division/department budgets; assists in the development, interpretation and administration of department goals, objectives, policies, and procedures. Makes presentations to a variety of internal and external stakeholders. Responds to requests for information from a variety of agencies, internal departments, and/or external constituents. Performs related work as assigned. When assigned to Council Support, additional duties include: Serves as a strategic liaison between the Mayor and Town Council, Town Manager's Office, Town departments, community stakeholders and residents to facilitate communication, coordinate initiatives and support Council priorities. Coordinates the development and execution of Council initiatives, strategic projects, and special assignments; collaborates across departments to monitor progress, identify issues, and ensure timely completion of assigned objectives. Researches, analyzes and responds to constituent inquiries, requests, and complex community issues requiring coordination among multiple departments; evaluates trends and recommends process improvements to leadership. Maintains systems for tracking constituent concerns, Council requests, assignments, and follow-up activities; analyzes trends and prepares reports identifying emerging issues, service opportunities, and operational improvements. Coordinates and manages Council meetings, workshops, retreats, strategic planning sessions, conferences, and official events, ensuring logistical readiness and alignment with organizational priorities. Represents the Town, Mayor and Town Council at meetings, conferences and stakeholder meetings as assigned; prepares reports and communicates outcomes to leadership. Assists in the development, implementation, and evaluation of administrative procedures, operational practices, and strategic initiatives supporting the Mayor and Town Council. Coordinates onboarding, orientation, transition activities, and ongoing administrative support for elected officials, ensuring compliance with statutory requirements, ethics, Open Meeting Law, and Town policies. Exercises a high degree of discretion, diplomacy, political acumen, and independent judgment while managing confidential, politically sensitive, and high-profile matters involving elected officials, executive leadership, and community stakeholders. MINIMUM QUALIFICATIONS (at job entry) Education and Experience: Bachelor’s Degree from an accredited college or university in Business Management, Public or Business Administration, Political Science, or a related field and 4 years of professional management support experience; or an equivalent combination of directly related education and experience. Master’s Degree preferred and may be substituted for 1 year of experience.
