Work involves overseeing the establishment of program goals and objectives relating to a multifaceted and integrated reentry system that includes supporting regionalization operations and the agency’s reentry division; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing, training and ensuring compliance with goals, policies and procedures; tracking performance measures and positive youth outcomes; resolving complex issues regarding reentry; coordinating the work of multiple divisions and external organizations involved in reentry functions; and developing and evaluating budget requests and monitoring budget expenditures. Responsible for overseeing and managing the overall operations of all district reentry office locations and parole team regional community services managers, including oversight of functions relating to immigration and consular notifications. Participates in local and agency projects. Prepares, writes, and edits reentry division reports and assists with writing the treatment effectiveness and re‑integration report. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Interacts with juvenile judges, district attorneys, probation department chiefs, community leaders, and other government officials and agencies and with leadership across the continuum of youth services for TJJD. Plans, assigns, and supervises the work of others. May be required to work in excess of 40 hours per week, travel extensively, and be on call. May assume administrative duties in absence of director. May require travel. Enhances and manages reentry processes and systems; develops and implements techniques for evaluating the programs, operations, and positive youth outcomes; identifies areas, programs, or processes that may need to be revised and takes action to implement and monitor outcomes of those revisions. Oversees the establishment of goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; manages evaluation activities; identifies areas of needed change; makes recommendations to improve operations and takes action to implement and monitor outcomes for those improvements. Works effectively with other agency leaders to enhance the integration of reentry programs and services across the continuum of youth services. To include regionalization and continuum of care programming. Oversees the development of guidelines, procedures, policies, rules, and regulations to enhance programs and operations; monitors compliance and takes necessary action to ensure compliance with laws, rules, regulations, policies, and standard operating procedures. Provides technical and operational guidance to agency staff on reentry issues, immigration and consular notifications and process, and detainers. Oversees the preparation of management and operational reports, including special projects and non‑routine reports; provides relevant information to executive management regarding reentry processes and programs. Oversees the development and evaluation of budget requests; assists with reviewing fiscal data and provides guidance on using resources to meet fiscal goals and objectives. Monitors budget expenditures, and makes adjustments as necessary. Represents the agency at meetings, hearings, trials and legislative sessions and develops working partnerships with judges, community leaders, government officials, other agencies, and community groups to promote public safety and improve the lives of youths and their families. Oversees selection, training, and evaluation of staff to ensure successful operations of reentry services in district offices; and the support of Regionalization Diversion initiative. Oversees agency reentry operations to maintain quality care for youth within TJJD’s GAP, Case Management Standards, other standards as applicable. Oversees the review and tracking of all reentry quality assurance and controls related to TJJD’s data, reentry operations; and produces reports regarding data. Supports the agency’s regionalization strategic plan and the coordination of services, supports and technical assistance provided by the agency to local juvenile probation departments. Oversees maintenance and monitoring of standard benchmarks for Reentry Program Performance Measures. Directs the development of program goals and objectives and oversees the development of Program Improvement Plans (PIP) to address deficiencies, enhance performance, and ensure appropriate follow‑up. Oversees program analyses and research studies and reviews recommendations for improvement. Develops responses to internal and external requests for information related to programs and services. Represents reentry division at meetings, hearings, conferences, and seminars, or on boards, panels, and committees; acts as a liaison to other TJJD departments regarding reentry matters. Assists with developing and evaluating budget requests; assists with reviewing fiscal data and provides guidance on using resources to meet fiscal goals and objectives; monitors budget expenditures and makes adjustments as necessary. Collaborates with agency staff and leaders to identify and drive implementation of best practices and programs; shares relevant information; identifies concerns and trends; and recommends improvements to resolve problems or enhance operations. Plans, assigns, and supervises the work of others; promotes ethical leadership, excellent performance, confidentiality, a positive working environment, and professional development; uses leadership and teambuilding skills to motivate department staff to work toward common objectives and goals. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Will be required to travel up to 20% of the time. Minimum Qualifications Master’s degree and six (6) years full‑time wage‑earning experience, including any combination of: Participation in the development, evaluation, and implementation of individual case/treatment plans Assessments Development and coordination of services Placement recommendations and referrals for youths or adults on probation, parole, or in a residential facility OR Bachelor’s degree and eight (8) years full‑time wage‑earning experience, including any combination of: Participation in the development, evaluation, and implementation of individual case/treatment plans Assessments Development and coordination of services Placement recommendations and referrals for youths or adults on probation, parole, or in a residential facility Three (3) years of work experience in a supervisory or management capacity. Subject to mandatory pre‑employment drug testing. Experience and Education Substitutions One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Experience requirements may be satisfied by the prorated part‑time equivalent. Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
