City Performance Analyst: Budgets, Policy & Grants

City and County of San Francisco is hiring multiple analysts to support city departments in solving key public service challenges in homelessness, environmental sustainability, transportation, green spaces, public safety, and more. Analysts will gain direct insight into the city’s $14 billion budget and help deliver high‑quality services to residents, workers, and visitors. Job Description Administrative Analysts support department‑specific initiatives through quantitative and qualitative data analysis across a variety of topic areas: legislation, policy, grants, contracts, budgets, finance, and program evaluation and planning. Responsibilities include research, analysis, developing recommendations, preparing and presenting reports. Policy Analysts Analyze performance data to identify operational challenges and develop policy recommendations. Prepare policy memos, hearing materials, and support elected officials. Track local, state, and federal legislation that may impact the department. Budget Analysts Develop budget proposals and financial models; track revenues and expenditures. Perform account reconciliation for budget closing and compile budget requests. Present analysis to internal and external stakeholders. Contracts Analysts Manage contract processes across the full procurement cycle. Facilitate bid processes, review compliance, and support contract documentation. Collaborate with contract monitoring and legal partners. Data Analysts Conduct data queries, analysis, and create visualizations and dashboards. Develop findings and actionable recommendations to inform programmatic and policy decisions. Finance Analysts Assist with fiscal accounting, budget analysis, billing, revenue collection, and debt management. Interpret contracting guidance, prepare financial statements, and calculate debt capacity. Grants Analysts Review and analyze grant requests and compliance standards. Assist with grant application and reporting processes. Incumbents may perform the full range of duties listed in the class specification. Qualifications Education: Baccalaureate degree from an accredited institution. Experience: One year of full‑time analytical work in budgets, contracts, grants, policy, or related functions. Substitution: A graduate degree (Master’s or higher) in a relevant field can substitute for experience up to 2 years; 30 semester units or 45 quarter units equal one year of experience.
